Union County Freeholder Chairwoman Bette Jane Kowalski presents Raymond Felipe of Cranford with a resolution congratulating him on earning Scouting’s highest rank, The Eagle Award. For his Eagle Project, Raymond worked at the Reeves-Reed Arboretum in Summit.
