Union County Freeholder Chester Holmes (R) presents Anthony Carter of Westfield with a resolution congratulating him on his outstanding academic achievements and earning degrees from two different schools on the same day. In May, Carter received his associate degree in psychology from Union County College after he received his bachelor’s degree in psychology from Columbia University in New York City earlier in the day. They are joined by Carter’s children Toni, Jayson and Brett and Tonya Williams.
