Rahway Mayor James Kennedy (C) and members of the Rahway City Council present Freeholder Chester Holmes (R) with a proclamation thanking him for all his service to the city of Rahway. Freeholder Holmes was honored during the Freeholders Mobile Meeting at the Union County Performing Arts Center in Rahway.
