Services strategies developed by New Jersey\u2019s Workforce providers, prepare youth for employment and \/ or post-secondary education through strong linkages between academic and occupational learning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strategies must incorporate one or more of the 14 required youth program elements. These elements are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/tutoring.html\">Tutoring, study skills, and dropout prevention<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/alternative_education.html\">Alternative education<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/paid_unpaid_work_experience.html\">Paid and unpaid work experiences<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/occupational_skills_training.html\">Occupational skills training<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/leadership_development.html\">Leadership development<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/suportive_services.html\">Supportive services (Transportation, child care, work uniforms, tools, etc.)<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/adult_mentoring.html\">Adult mentoring for 12 months<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/follow_up_services.html\">Follow-up services for 12 months<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/guidance_and_counseling.html\">Comprehensive guidance and counseling<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/education_offered.html\">Education offered concurrently with, and in the area context as workforce preparation activities and training<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/financial_literacy_education.html\">Financial literacy education<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/labor_market_information.html\">Provision of labor market information<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/secondary_education_and_training.html\">Activities that help youth prepare for and transition to post-secondary education and training<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.nj.gov\/labor\/wioa\/youth\/entrepreneurial_skills_training.html\">Entrepreneurial skills training<\/a><\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h4 id=\"at-1943\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">Eligibility<\/h4><div id=\"ac-1943\" class=\"c-accordion__content\">\n<p class=\"has-secondary-background-color has-background wp-block-paragraph\"><strong>Out-of-School Youth<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An out-of-school youth (OSY) is an individual who is:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"a\" start=\"1\">\n<li>Not attending any school (as defined under NJ State law);<\/li>\n\n\n\n<li>Not younger than 16 or older than age 24 at time of enrollment. Because age eligibility is based on age at enrollment, participants may continue to receive services beyond the age of 24 once they are enrolled in the program; and<\/li>\n\n\n\n<li>One or more of the following:\n<ol class=\"wp-block-list\" type=\"a\" start=\"1\">\n<li>A school dropout;<\/li>\n\n\n\n<li>A youth who is within the age of compulsory school attendance, but has not attended school for at least the most recent complete school year calendar quarter. School year calendar quarter is based on how a local school district defines its school year quarters. In cases where schools do not use quarters, local programs must use calendar year quarters;<\/li>\n\n\n\n<li>A recipient of a secondary school diploma or its recognized equivalent who is a low income individual and is either basic skills deficient or an English language learner;<\/li>\n\n\n\n<li>An offender;<\/li>\n\n\n\n<li>A homeless individual (as defined in sec. 41403(6) of the Violence Against Women Act of 1994, a homeless child or youth (as defined in sec. 725(2) of the McKinney-Vento Homeless Assistance Act, or a runaway;<\/li>\n\n\n\n<li>An individual in foster care or who has aged out of the foster care system, or who has attained 16 years of age and left foster care for kinship guardianship or adoption; a child eligible for assistance under sec. 477 of the Social Security Act, or in an out-of-home placement;<\/li>\n\n\n\n<li>An individual who is pregnant or parenting;<\/li>\n\n\n\n<li>An individual with a disability;<\/li>\n\n\n\n<li>A low-income individual who requires additional assistance to enter or complete an educational program or to secure or hold employment. (20 CFR 681.210)<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n\n\n<p class=\"has-secondary-background-color has-background wp-block-paragraph\"><strong>In-School Youth<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An in-school youth (ISY) is an individual who is:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"a\" start=\"1\">\n<li>Attending school (as defined by State law), including secondary and post-secondary school;<\/li>\n\n\n\n<li>Not younger than age 14 or (unless an individual with a disability who is attending school under State law) older than age 21 at time of enrollment.
