Notice is hereby given that the County of Union will receive proposals on February 24, 2026 at 11:30 A.M EDT in the Union County Administration Building, 10 Elizabethtown Plaza, County Counsel Law Conference Room, 5^th Floor, Elizabeth, NJ, for the provision of:

To Lease Commercial Space in the City of Elizabeth, County of Union, New Jersey

Tentative Lease Period – June 1, 2026 through May 31, 2027

One (1) additional 6 month extension option available at the County’s discretion

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

***Proposal delivery is strongly encouraged to be made by Commercial Mail Carrier (USPS, FEDEX, UPS) so that tracking information is confirmed.  Hand deliveries to the Administration Building will be received but without a receipt of confirmation.

Requests for Proposals may be obtained by:

Proposals must be made in the form required by the specifications and One (1) Original Paper hard copy and One (1) PDF electronic copy on a Thumb Drive must be delivered to reach Carolyn Sullivan Kropp, Esq., Office of the County Counsel, Union County Administration Building, 5^th Floor, 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207.  Attention:

“PROPOSALS – TO LEASE COMMERCIAL SPACE IN THE CITY OF ELIZABETH, COUNTY OF UNION, NEW JERSEY 2026” prior to the stated time for the receipt of proposals.

The County will not be responsible for late delivery by the U.S. Mail or any other carrier. If delivered by hand, you will not receive confirmation of delivery. No late proposals will be accepted.  Proposals submitted by fax or e-mail will not be accepted.

All information requested in the Request for Proposals must be provided or the proposal may be disqualified.  Proposals MUST BE SEALED and labeled “PROPOSALS – AUDITING AND CONSULTING SERVICES 2026” prior to the stated time for the receipt of proposals and received no later than 11:30 A.M. on February 24, 2026. The Board of County Commissioners reserves the right to reject any and all proposals, to waive any informality in the RFP process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of Union County.

Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

NOTICE TO PROPOSERS

REQUEST FOR COMPETITIVE CONTRACT PROPOSALS

 

SEALED PROPOSALS will be received by the Director of the Division of Purchasing of the County of Union, New Jersey or her designee on

February 25, 2026 at 11:00 a.m. prevailing time in the 3^rd Floor Conference Room, U.C. Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey for:

 

AMBULANCE BILLING & COLLECTION SERVICES – RCCP# 1-2026

Total potential contract period:

Initial contract period shall be June 1, 2026 through May 31, 2028 with the potential option to extend the contract for one additional twenty-four (24) month period and one additional final twelve (12) month period.  The total maximum contract duration will be for five (5) years. The County reserves the right to reject any and all proposals and to waive any and all informalities in the proposal.  Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

 

Requests for Competitive Contracting Proposals may be obtained by registering and downloading at http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ or in person from the Division of Purchasing (3^rd floor), Union County Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207 beginning on January 22, 2026 between the hours of 9 a.m. – 4 p.m., Monday to Friday excluding holidays by calling 908-527-4130.  Proposers should be aware that the County may issue addenda to the Request for Competitive Contracting Proposal package.  The County is only obligated to inform proposers who have obtained the package in person or by downloading from the County website, of such addenda.

Proposers are reminded to review their submissions for any information they consider to be confidential.  The County of Union will not be responsible for the release of any information contained in the proposal package which may be subject to confidentiality.

 

Proposal delivery is strongly encouraged to be made via commercial mail carrier (USPS, FedEx, UPS) so that tracking information is confirmed.  The County of Union is not responsible for late delivery by the U.S. Postal Service or any other carrier.  No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted.  If hand delivered, please note that parking and security access at the County Complex may cause delays and proposers should take them into consideration in order to submit a timely proposal.

 

 

 

 

All information requested in the Request for Competitive Contracting Proposals must be provided or the vendor may be disqualified.  All Proposals MUST BE SEALED AND CLEARLY LABELED, on the outside of the packaging, with the subject of the proposal, RCCP 1-2026, name and address of the proposer, phone & fax numbers, and date of the proposal opening.  Each proposal must be delivered to reach the Division of Purchasing prior to the stated time of the opening of the proposals.
