    REQUEST FOR PROPOSAL FOR CONSTRUCTION ADMINISTRATION AND INSPECTION SERVICES

    The County of Union in conjunction with the North Jersey Transportation Planning Authority (NJTPA) and the New Jersey Department of Transportation (NJDOT) is seeking Professional Services for the Construction Administration and Inspection of the following:

    EAST FRONT STREET INTERSECTIONS IMPROVEMENTS
    WATCHUNG AVENUE, ROOSEVELT AVENUE, RICHMOND STREET/NORWOOD AVENUE
    CITY OF PLAINFIELD COUNTY OF UNION, NEW JERSEY
    UNION COUNTY ENGINEERING PROJECT #2016-018

    Transportation Federal Funds for the project will be provided through the NJTPA and administered by the NJDOT.
    All pertinent Local, State and Federal regulations shall apply.

    The County reserves the right to reject any and all bids and to waive any and all informalities in the bid in accordance with the New Jersey Local Public Contracts Law.

    Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Full requirements of the Equal Employment Opportunity and Affirmative Action Programs are incorporated herein by reference and may be obtained with Proposal Form. Proposers are also required to comply with the requirements of P.L. 2004, c.57 (N.J.S.A. 52:32-44) which includes the requirement that contractors provide copies of their Business Registration Certificates issued by the New Jersey Department of the Treasury, as well as other provisions as listed in the Contract Documents.

    As part of the proposal, the Consultant shall submit the most recent listing by the New Jersey Department of Transportation showing their firm is an Approved Consultant by NJDOT to perform consulting engineering inspection services. No proposal will be considered without proof of being an approved NJDOT Consultant.

    Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3 et
    seq., and as such, contractors are exempt from the limitations on making political contributions under that
    law. Further, for that reason, as well as because of language in New Jersey’s Annual Appropriations Act,
    refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and
    N.J.S.A 19:44A-20.25 et seq., will not adversely affect your consideration for award.”

    Cost Proposals shall be submitted in a sealed envelope and clearly marked with the project name and Consultants address, phone & fax number, and due date of the Cost Proposal.

    The request for the RFP/Scope of Services must be received by the County of Union by July 2, 2021 no later than 12:00 Noon at the Division of Engineering, 2325 South Avenue, Scotch Plains, New Jersey 07076.

    The County will not be responsible for late delivery by the U.S. Mail or any other carrier. Hand delivery of proposals are strongly discouraged due to public restrictions. If delivered by hand, you will not receive confirmation of delivery. No late bids will be accepted.

      Notice is hereby given that the Union County Workforce Development Board (“WDB”) will receive proposals by Commercial Mail Carrier (USPS, FEDEX, UPS) only no later than Tuesday, July 13, 2021, 11:00am, EST, addressed to Union County Workforce Development Board, Union County Administration Building, 10 Elizabethtown Plaza, 4th Floor, Elizabeth, NJ 07207, for the provision of:

      NEW JERSEY DEPARTMENT OF LABOR & WORKFORCE DEVELOPMENT WORKFIRST NEW JERSEY PROGRAM (EMPLOYABILITY FUNDS) PROGRAM YEAR 2021

      Allowable participant activities include: Job Search (JS), Community Work Experience Program (CWEP),   CWEP

      + Education Directly Related to Employment, CWEP + Job Skills Training Directly Related to Employment,  CWEP + Satisfactory School Attendance-Cert. of General Equivalence, Job Readiness/Life Skills (JR/LS) and Community Work Experience Program (CWEP) combined with Adult Basic Education (ABE), High School Equivalency Preparation (HSE), English as a Second Language. Participants to be  served  with  these  employability funds are recipients of Temporary Assistance for Needy Families (TANF), General Assistance (GA) and Supplemental Nutrition Assistance Program (SNAP) recipients.

      Funding allocations and minimum enrollment levels for funding sources pertaining to this legal notice will be announced at a later date.

      PROGRAMS”. Proposals must be made in the form required by the RFP specifications and one (1) original, two

      (2) copies, and 1 (one) PDF electronic copy on a CD or Thumb Drive must be received via postal mail no later than 11:00 a.m. (EST) on Tuesday, July 13, 2021. Proposals may be submitted prior to the deadline. The County will not be responsible for late delivery by the U.S. Mail or any other carrier.
