SEALED PROPOSALS will be received by the County Engineer of the County of Union, New Jersey or his designee on June 10 2026, at 11:00 a.m. prevailing time at 2325 South Avenue, Scotch Plains, New Jersey 07076 for:

REQUEST FOR PROPOSAL OF THE LIMITED SCOPE CONCEPT DEVELOPMENT STUDY FOLLOWING THE NEW JERSEY DEPARTMENT OF TRANSPORTATION CAPTIAL PROJECT DELIVERY PROCESS FOR TWO UNION COUNTY CORRIDORS; JEFFERSON AVENUE IN ELIZABETH NEW JERSEY AND PLAINFIELD AVENUE IN PLAINFIELD NEW JERSEY

The Contract is anticipated to run from approximately 12 (twelve) months with the option to extend said contract period exercised by the County of Union in its sole discretion, in accordance with the specifications and forms of the proposal package furnished by the Division of Engineering. The County of Union reserves the right to reject any and all proposals and to waive any and all informalities in the proposal. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.  Federal funds for this project will be provided by the New Jersey Department of Transportation.  All pertinent local, state and federal regulations shall apply. 

Requests for Proposals may be obtained by registering and downloading at http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ or in person by contacting the Division of Engineering between the hours of 8 a.m. – 4 p.m., Monday to Friday excluding holidays by calling 908-789-3675 or by fax to 908-789-3674. Proposers should be aware that the County of Union may issue addenda to the Request for Proposals. The County of Union is only obligated to inform proposers of such addenda if they have obtained a package directly from the County of Union or have downloaded it from the County of Union’s website. All questions shall be submitted in writing and directed to Ricardo Matias, County Engineer, at Ricardo.Matias@ucnj.org.

Proposers are reminded to review their submissions for any information they consider to be confidential. The County of Union will not be responsible for the release of any information contained in the proposal package which may be subject to confidentiality.  Proposal delivery is strongly encouraged to be made via commercial mail carrier (USPS, FedEx, UPS) so that tracking information is confirmed. The County of Union is not responsible for late delivery by the U.S. Postal Service or any other carrier. No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted. If hand delivered, please note that parking and security access at the County Complex may cause delays and proposers should take them into consideration in order to submit a timely proposal.

All information requested in the Request for Proposals must be provided or the vendor may be disqualified. All proposals MUST BE SEALED AND CLEARLY LABELED, on the outside of the packaging, with the subject of the proposal, name and address of the proposer, phone and fax numbers, and date of the proposal opening. Each proposal must be delivered to the Division of Engineering prior to the stated time of the opening of the proposals. Proposals will be made in the form required by the specifications with FIVE (5) original paper hard copy of the technical proposal in a sealed envelope, FIVE (5) original paper hard copy of the cost proposals in a sealed envelope (must be entirely separate from the technical proposal),  and one (1) electronic copy with the required scanned attachments on a Thumb Drive submitted in a sealed envelope to:
