NOTICE TO PROPOSERS

                        REQUEST FOR COMPETITIVE CONTRACT PROPOSALS  

SEALED PROPOSALS will be received by the Director of the Division of Purchasing of the County of Union, New Jersey or her designee on Wednesday, April 23, 2025 at 11:00 a.m. prevailing time in the 3^rd Floor Conference Room, U.C. Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey for:

Technical Support Services (IT)

RCCP# 1-2025

Contract period of twenty four (24) months tentatively commencing June 1, 2025 through May 31, 2027 with an option to extend for an additional twenty-four (24) months.  The County reserves the right to reject any and all proposals and to waive any and all informalities in the proposal.  Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

Requests for Competitive Contracting Proposals may be obtained as of  March 5, 2025 by registering and downloading at http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ or in person from the Division of Purchasing (3^rd floor), Union County Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207 between the hours of 9 a.m. – 4 p.m., Monday to Friday excluding holidays by calling 908-527-4130 or fax to (908) 558-2548.  Proposers should be aware that the County may issue addenda to the Request for Competitive Contracting Proposal package.  The County is only obligated to inform proposers who have obtained the package directly from the County or by downloading from the County website.

Proposers are reminded to review their submissions for any information they consider to be confidential.  The County of Union will not be responsible for the release of any information contained in the proposal package which may be subject to confidentiality.

Proposal delivery is strongly encouraged to be made via commercial mail carrier (USPS, FedEx, UPS) so that tracking information is confirmed.  The County of Union is not responsible for late delivery by the U.S. Postal Service or any other carrier.  No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted.  If hand delivered, please note that parking and security access at the County Complex may cause delays and proposers should take them into consideration in order to submit a timely proposal.

All information requested in the Request for Competitive Contract Proposals must be provided or the vendor may be disqualified.  All Proposals MUST BE SEALED AND CLEARLY LABELED, on the outside of the packaging, with the subject of the proposal, RCCP 1-2025, name and address of the proposer, phone & fax numbers, and date of the proposal opening.  Each proposal must be delivered to reach the Division of Purchasing prior to the stated time of the opening of the proposals.

Proposals will be made in the form required by the specifications and one (1) original paper hard copy, three (3) paper copies, and one (1) electronic copy with the required scanned attachments on a CD or Thumb Drive submitted in a sealed envelope to:

REQUEST FOR PROPOSALS (RFP)

Notice is hereby given that the County of Union will receive proposals on WEDNESDAY, APRIL 23, 2025 at 11:30 a.m., EST, in the Union County Administration Building, 10 Elizabethtown Plaza, County Counsel Conference Room, 5^th Floor Conference Room, Elizabeth, NJ for the program entitled:

Community Service Block Grant (CSBG) Funds

July 1, 2025– December 31, 2025

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

The Request for Proposals (“RFP”) may be obtained beginning Tuesday, April 1, 2025 registering and downloading at http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current or via U.S. Postal Service upon written request.

Proposers should be aware that the County of Union may issue addenda to the RFP package.  The County of Union is only obligated to inform proposers of such addenda if they have obtained a package directly from the County of Union or have downloaded it from the County of Union’s website.  It is the sole responsibility of the proposer to be knowledgeable of any and all addenda related to this procurement.  Therefore, interested parties should check the website throughout the RFP process for any updates.

Interested Proposers are strongly encouraged to attend the Technical Assistance Meeting scheduled for 10:00 a.m. EST on Monday, April 7^th, 2025 via Zoom Meeting.  Please RSVP to ohhcoc@ucnj.org to access the Technical Assistance Conference via Zoom Meeting.  The County prefers that questions are sent in advance of this meeting.

Pharmaceutical Procurement Consulting Services
Tentative Period of Contract
July 1, 2025 – June 30, 2027 (24 months)
with potential for one additional twenty-four (24) month extension in the County’s sole discretion

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

***Proposal delivery is strongly encouraged to be made by Commercial Mail Carrier (USPS, FEDEX, UPS) so that tracking information is confirmed. Hand deliveries to the Administration Building will be received but without a receipt of confirmation.

The County will not be responsible for late delivery by the U.S. Mail or any other carrier. If delivered by hand, you will not receive confirmation of delivery. No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted.

All information requested in the Request for Proposals must be provided or the proposal may be disqualified. Proposals MUST BE SEALED and labeled “PHARMACEUTICAL PROCUREMENT CONSULTING SERVICES” prior to the stated time for the receipt of proposals and received no later than 11:00 A.M. on May 8, 2025. The Board of County Commissioners reserves the right to reject any and all proposals, to waive any informality in the RFP process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of Union County.
