NOTICE TO PROPOSERS

REQUEST FOR COMPETITIVE CONTRACT PROPOSALS

 

SEALED PROPOSALS will be received by the Director of the Division of Purchasing of the County of Union, New Jersey or her designee on

April 22, 2026 at 11:00 a.m. prevailing time in the 3rd Floor Conference Room, U.C. Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey for:

 

ON-DEMAND MICRO-TRANSIT SERVICES – RCCP# 2-2026

Total potential contract period:

Initial contract period shall be July 1, 2026 through June 30, 2027 with the potential option to extend the contract for one additional twelve (12) month period or one additional twenty-four (24) month period if exercised by the County of Union in its sole discretion.  The County reserves the right to reject any and all proposals and to waive any and all informalities in the proposal.  Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

 

Requests for Competitive Contracting Proposals may be obtained by registering and downloading at http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ or in person from the Division of Purchasing (3rd floor), Union County Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207 beginning on April 1, 2026 between the hours of 9 a.m. – 4 p.m., Monday to Friday excluding holidays by calling 908-527-4130.  Proposers should be aware that the County may issue addenda to the Request for Competitive Contracting Proposal package.  The County is only obligated to inform proposers who have obtained the package in person or by downloading from the County website, of such addenda.

 

All questions shall be submitted in writing and directed to Michelle Hagopian, Assistant Director, at ucbids@ucnj.org

 

Proposers are reminded to review their submissions for any information they consider to be confidential.  The County of Union will not be responsible for the release of any information contained in the proposal package which may be subject to confidentiality.

 

Proposal delivery is strongly encouraged to be made via commercial mail carrier (USPS, FedEx, UPS) so that tracking information is confirmed.  The County of Union is not responsible for late delivery by the U.S. Postal Service or any other carrier.  No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted.  If hand delivered, please note that parking and security access at the County Complex may cause delays and proposers should take them into consideration in order to submit a timely proposal.

 

All information requested in the Request for Competitive Contracting Proposals must be provided or the vendor may be disqualified.  All Proposals MUST BE SEALED AND CLEARLY LABELED, on the outside of the packaging, with the subject of the proposal, RCCP 2-2026, name and address of the proposer, phone & fax numbers, and date of the proposal opening.  Each proposal must be delivered to reach the Division of Purchasing prior to the stated time of the opening of the proposals.

 

Proposals will be made in the form required by the specifications and one (1) original Paper hard copy, one (1) duplicate paper hard copy and one (1) PDF electronic copy on Thumb Drive submitted in a sealed envelope to:

Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27.
