Public Advisory Boards

Purpose

The purpose of this policy is to provide for a procedure for appointments to various advisory boards within the County of Union for citizens who support and wish to advance the initiatives of the Union County Board of County Commissioners.

Further, this policy shall provide for a mechanism to advise the public that there are vacancies on advisory boards.

Appointing Authority

The Union County Board of County Commissioners shall appoint members via resolution to the advisory boards.

In the case of the Transportation Advisory Board and the Air Traffic and Noise Advisory Board, a delegate and alternate for each are appointed by the municipal governing body.  The appointments are forwarded to the Freeholder Board for a concurring resolution.

Advisory Board Membership List

The Office of the Clerk of the Board shall maintain a list of advisory boards, current membership for each advisory board and current number of vacancies on each advisory board.  The membership list shall contain the name of the board, the discipline when applicable, the beginning date of the term, the term expiration date, the name and contact information of the member who is filling the spot and the appointing resolution number.

Any information pertaining to the advisory boards shall be made available upon receipt of an Open Public Records Act (OPRA) request, within the timeframe prescribed by OPRA.  Also, certain information may be published to the County’s website (www.ucnj.org) and / or posted in the public area in the Clerk of the Board’s office.

Filling Vacancies

Requirements

The applicant shall submit a standardized application and resume (when required).  An applicant will be required to submit a resume when the position on the board requires a certain discipline.

For example, the Construction Board of Appeals requires that a licensed electrician be on the Board.  Therefore, the applicant must show that s/he is a licensed electrician.

Applications may be submitted for vacant terms and for terms which are set to expire.  Incumbent members will be given priority for reappointment.

In the event the application is requesting consideration for a term which is set to expire, the applicant must submit the application one month prior to expiration.  A person may withdraw his or her application at any time.

An application must be submitted for each advisory board the applicant is seeking membership.

Offices designated to receive applications

Complete applications may be delivered to the Office of the Clerk of the Board or to the County employee who serves as the liaison to the advisory board.  If the application is submitted to the board liaison, that employee will forward the request to the Office of the Clerk of the Board for consideration.

Review Process

The Union County Board of County Commissioners Policy Committee will meet as necessary to review applications and make recommendations to the entire Board of Chosen Freeholders for appointments via resolution.

Notification

Members will receive notification of their appointment from the Office of the Clerk of the Board together with an Oath of Office.  The Oath of Office must be completed, signed, notarized and returned to the Clerk of the Board.

Maintaining Applications

The applications shall be maintained in the Office of the Clerk of the Board and filed according to advisory board.  Applications shall be maintained until the position is filled or voided after 6 months.
