REQUEST FOR Qualifications


Notice is hereby given that the County of Union will receive qualification proposals on,

Wednesday, May 29, 2019 at 11 A.M. in the Union County Administration Building, 10 Elizabethtown Plaza, Freeholders Meeting Room, 6th Floor, Elizabeth, NJ, for the provision of:


Medical Director

Cornerstone Behavioral Health Hospital


Term of Qualification Period –July 1, 2019 through June 30, 2020


Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.


The Public Notice for the Requests for Qualifications may be obtained either by downloading the proposal from the County’s Webpage (www.ucnj.org), under the Business Tab, RFP RFQ Section or a hard copy may be picked up at the Office of the Medical Director, Cornerstone Behavioral Health Hospital of Union County, 40 Watchung Way, Berkeley Heights, NJ 07922, or the Office of the County Counsel, County Administration Building, 10 Elizabethtown Plaza, Elizabeth, NJ 07207 during the hours of 9:00 a.m. to 3:00 p.m. beginning on May 14, 2019.


The County of Union is requesting qualification proposals from professionals who may serve as a qualified Medical Director of Cornerstone Behavioral Health Hospital of Union County.  This shall be a Professional Service Contract for a part-time Medical Director with a valid New Jersey license.  Details of the position include:

  • 10 hours per week; and
  • Proper submission of all required credentialing information and accurately submitted materials as contained in accompanying attachment.


Duties include, but are not limited to:

  • Supervise contracted Medical Group of Hospitalists;
  • Supervise overall patient medical care performed by contracted specialty practitioners;
  • Assist Chief of Psychiatry with review and development of Policies and Procedures, By Laws Rules and Regulations;
  • Assist Chief of Psychiatry with on-site employee supervision (Infection Control, Employee Health and Medical Records, Medical Services);


In addition, attendance is required at the following:

  • Monthly Administrative Staff Meeting;
  • Monthly Policy and Procedure meeting;
  • Monthly Performance Improvement meeting;
  • Quarterly Pharmacy and Therapeutic Meeting;
  • Bio-Ethics meeting as needed (minimum of twice/year);
  • Medical Staff meetings;
  • Member Credentialing committee (quarterly); and
  • Member of EOC committee.


Compensation: $200.00 per hour, which shall be reimbursed monthly based on submission of the Physician Time Allocation Agreement.  Proposer will be considered an independent contractor and shall not be entitled to any other methods of compensation or benefits packages.  Proposers may not submit another suggested form of compensation.


Proposals will be evaluated in accordance with the criteria set forth below.  Each proposer that meets the requirements set forth (in the sole judgment of the County). All Medical Staff must pass the credentialing process prior to seeing any patients.   Fee arrangements will be discussed during credentialing process as to whether services provided will be billed directly to insurance company/Medicare or paid as stipend by the hospital.


All professionals interested in being considered must submitted one (1) copy of their Curriculum Vitae and a fully completed RFQ package with all applicable forms, attachments and supporting materials in a SEALED envelope LABELED “Cornerstone Behavioral Health Hospital of Union County– Medical Director” no later than 11:00 A.M. on May 29, 2019 in accordance with the first paragraph above.

Curriculum Vitae and a fully completed RFQ package may be submitted prior to the opening by submitting the sealed package to the attention of: Carolyn Sullivan Kropp, Assistant County Counsel, County Administration Building, 10 Elizabethtown Plaza, Elizabeth, NJ 07207.  Envelopes must be sealed and labeled “Cornerstone Behavioral Health Hospital of Union County– Medical Director


All proposers will be evaluated using the following factors:


  • Relevance and Extent of Qualifications.


  • Knowledge of the Cornerstone Behavioral Health Hospital of Union County and the subject matter to be addressed under this engagement.


All proposers MUST have current New Jersey licensures, malpractice insurance with $1,000,000/$3,000,000 minimum, the ability to perform the duties assigned and must provide coverage from our medical staff 24/7, 365 days to be considered for the Cornerstone Behavioral Health Hospital of Union County Medical Staff.


All medical staff MUST submit a Business Registration Certificate (BRC) from the State of New Jersey if the value of their contract exceeds $5,400.00 during a 12 month period.

Proof of business registration shall be:

  • A copy of a Business Registration Certificate issued by the Department of Treasury, Division of Revenue; or
  • A copy of the web printed version provided by the NJ Division of Revenue.


In addition, all medical staff MUST comply with producing Affirmative Action evidence if the value of their contract exceeds $36,000.00 during a 12 month period.

General Requirements of P.L. 1975, c. 127 – All successful vendors must submit one of the following:

  • A photocopy of your Federal Letter of Affirmative Action Plan Approval;
  • A photocopy of your Certificate of Employee Information Report; OR
  • A completed Affirmative Action Employee Information.


If the medical staff does not produce the above once the applicable thresholds are reached, the County cannot issue payment and this could delay the payment process.

Proposers provide services as a consulting and/or attending practitioners. Attending Practitioners who are part of the medical staff may admit and manage patient care in the area of Psychiatry and/or Internal Medicine.


The Board of Chosen Freeholders reserves the right to reject any and all proposals, to waive any informality in the RFQ process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of Union County.


Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
