REQUEST FOR Qualifications

 

Notice is hereby given that the County of Union will receive qualification proposals July 18, 2019 at 11:00 A.M in the Union County Administration Building, 10 Elizabethtown Plaza, Freeholders Meeting Room, 6th Floor, Elizabeth, NJ, for the provision of:

 

Certified Alcohol and Drug Counselor/Intoxicated Driver Resource Center (IDRC)

Union County Department of Human Services

 

Term of Qualification Period –August 1, 2019 through July 31, 2020

 

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

 

The Public Notice for the Requests for Qualifications may be obtained either by downloading the proposal from the County’s Webpage (www.ucnj.org), under the Business Tab, RFP RFQ Section or a hard copy may be picked up at the Office of the County Counsel, County Administration Building, 10 Elizabethtown Plaza, Elizabeth, NJ 07207 during the hours of 9:00 a.m. to 3:00 p.m. beginning on July 3, 2019. The County of Union is requesting qualification proposals from organizations that employ professionals who may serve as a licensed/certified Alcohol and Drug Abuse Counselor (LCADC), and a qualified IDRC Director for the Union County Department of Human Services.  This shall be a Professional Service Contract for one part-time Counselor and one full-time Counselor to satisfied clinical and other statutory requirements for the operation of the mandated Intoxicated Driver Resource Center (IDRC) for the County of Union.  Each applicant must present an active New Jersey license.  Details of the positions are as follows:

 

Licensed CADC, part-time 13 hours over a two day period, every other week, on the following schedule, for a total of 130 hours in 2019:

August 13, 14

August 27, 28

Sept 10, 11

Sept 24, 25

October 8, 9

October 22, 23

October 29, 30

November 12, 13

November 26, 27

December 10, 11

2020 dates to be established in consultation with the NJ Dept. of Human Services

 

 

Licensed CADC/Director, full-time, 35 hours per week.

 

Responsible for the direct operation of the IDRC which serves as an evaluation/mandated intervention curriculum for drivers convicted of operating motor vehicles under the influence of intoxicating liquor or drugs and monitors clients for compliance with court-ordered alcohol/substance abuse counseling, screening and education on both individual and group formats based on tools and regulations provided by the NJ Department of Human Svcs/Div. of Mental Health & Addiction Services (DMHAS).

 

In addition, attendance is required at the following:

  • Monthly meetings of Professional Advisory Committee on Mental Health and Drug Abuse (professional body);
  • Monthly meetings of Local Advisory Committee on Alcoholism and Drug Abuse (LACADA);
  • Attendance at special events, subject to call.

 

Candidates MUST have a minimum of five (5) years of experience in the treatment of alcoholism/drug addiction field and a current New Jersey License for Certified Alcoholism & Drug Abuse Counseling Certificate (LCADC), under a program approved by the NJ Division of Addiction Services.  Proof of same is required.  Knowledge of Federal/State/Local laws, confidentiality procedures/statutes and regulations regarding the IDRC program and the disease of substance abuse addiction are required.  Candidate must have a valid NJ driver’s license.

 

The Full-Time IDRC Director (LCADC) will be required to organize, develop and direct the operation of the IDRC; monitor for client compliance with court-ordered alcoholism and drug treatment or alternative or community service.  The candidate will be required to provide alcohol/substance abuse counseling, screening and education in individual and group settings on curriculum/rules provided by the NJ Dept of Human Services.

 

Program clients are referred by the NJ Intoxicated Driver Program (IDP) within the NJDHAS.

 

The position requires administrative oversight of the program and staff to assure compliance with state regulations, as well as, assessment of individuals for treatment referrals, and conducting presentations on the topic of alcohol/drugs.

 

The Director must be familiar with the rules (See NJSA 39:4-50(f) and NJAC 10:162-1.3(a)5.

 

Proper submission of all required credentialing information is required with the response to this Request for Qualifications.  

 

Compensation: Part-Time Counselor at a rate of $25.00 per hour, based on hourly schedule contained herein.  Full-time Director/Counselor compensation based upon proposal submitted.  All expenses will be reimbursed monthly based on submission of documentation supporting staffing expenses.  Proposer will be considered an independent contractor and shall not be entitled to any other methods of compensation or benefits packages from the County of Union. 

 

All proposers will be evaluated using the following factors:

 

  • Relevance and Extent of Qualifications.
  • Knowledge of the Intoxicated Driver Resource Center of Union County and the subject matter to be addressed under this engagement.

 

Submission of the following is required:

1 – All proposers must submit a copy of the below:

  • A copy of a Business Registration Certificate issued by the Department of Treasury, Division of Revenue; or
  • A copy of the web printed version provided by the NJ Division of Revenue.

 

2 – In addition, all proposers MUST comply with producing Affirmative Action evidence regardless of the contract amount. General Requirements of P.L. 1975, c. 127 – All successful vendors must submit one of the following: 

  • A photocopy of your Federal Letter of Affirmative Action Plan Approval;
  • A photocopy of your Certificate of Employee Information Report; OR
  • A completed Affirmative Action Employee Information.

 

3 – Insurance: Insurance Requirements for Professional Services Revised 6/ 2019

 

Consultant shall procure and maintain for the duration of the contract insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the work hereunder by the Consultant, its agents, representatives, or employees.

 

Coverage shall be at least as broad as:

 

1 – Commercial General Liability (CGL):  Insurance Services Office Form CG 00 01 covering CGL on an “occurrence” basis, including products and completed operations, property damage, bodily injury and personal & advertising injury with limits no less than $1,000,000 per occurrence. If a general aggregate limit applies, either the general aggregate limit shall apply separately to this project/location or the general aggregate limit shall be twice the required occurrence limit.  The County of Union, its officers, officials, employees, and volunteers are to be covered as additional insureds.

 

2 – Automobile Liability:  Insurance Services Office Form Number CA 0001 covering, Code 1 (any auto), or if Consultant has no owned autos, Code 8 (hired) and 9 (non-owned), with limit no less than $1,000,000 per accident for bodily injury and property damage.

 

3 – Workers’ Compensation insurance as required by the State of New Jersey, with Statutory Limits, and Employer’s Liability Insurance with limit of no less than $1,000,000 per accident for bodily injury or disease.

 

4 – Professional Liability (Errors and Omissions) Insurance appropriates to the Consultant’s profession, with limit no less than $2,000,000 per occurrence or claim, $2,000,000 aggregate.

 

Other Insurance Provisions

The insurance policies are to contain, or be endorsed to contain, the following provisions:

 

Primary Coverage – For any claims related to this contract, the Consultant’s insurance coverage shall be primary insurance primary coverage at least as broad as ISO CG 20 01 04 13 as respects the County of Union, its officers, officials, employees, and volunteers.

 

Notice of Cancellation – Each insurance policy required above shall state that coverage shall not be canceled, except with notice to the County of Union.

 

Waiver of Subrogation – Consultant hereby grants to County of Union a waiver of any right to subrogation which any insurer of said Consultant may acquire against the County of Union by virtue of the payment of any loss under such insurance.  Consultant agrees to obtain any endorsement that may be necessary to affect this waiver of subrogation, but this provision applies regardless of whether or not the County of Union has received a waiver of subrogation endorsement from the insurer. 

 

Acceptability of Insurers – Insurance is to be placed with insurers authorized to conduct business in the State with a current A.M. Best’s rating of no less than A:VII, unless otherwise acceptable to the County of Union.

 

Verification of Coverage – Consultant shall furnish the County of Union with Certificates of Insurance before work begins.  The County of Union reserves the right to require complete, certified copies of all required insurance policies, including endorsements required by these specifications, at any time. 

 

Subcontractors -Consultant shall require and verify that all subcontractors maintain insurance meeting all the requirements stated herein, and Contractor shall ensure that County of Union is an additional insured on insurance required from subcontractors.

 

Special Risks or Circumstances – County of Union reserves the right to modify these requirements, including limits, based on the nature of the risk, prior experience, insurer, coverage, or other special circumstances.

 

All proposals interested in being considered must submitted one (1) copy of their fully completed RFQ package with all supporting materials in a SEALED envelope LABELED “Certified Alcohol and Drug Counselor/Intoxicated Driver Resource Center (IDRC) Union County Department of Human Services” no later than 11:00 P.M. on July 18, 2019 in accordance with the first paragraph above.

The Board of Chosen Freeholders reserves the right to reject any and all proposals, to waive any informality in the RFQ process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of Union County.

 

Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
