Notice is hereby given that the Union County Workforce Development Board of Directors will receive proposals on Friday, October 11, 2019 at 11:00 a.m., Eastern Standard Time, in the offices of Shain Schaffer, PC, 150 Morristown Road, Suite 105, Bernardsville, NJ 07924 for:
AMERICAN JOB CENTER OPERATOR REQUEST FOR PROPOSAL
The purpose of this request is to procure a qualified provider for 18 months; the period starts January 1, 2020, and ends June 30, 2021. The Union County Workforce Development Board has the option to grant two, one-year extensions to the successful American Job Center Operator, from July 1, 2021 to June 30, 2022 and from July 1, 2022 to June 30, 2023. The Workforce Development Board’s decision to grant an extension shall be based upon program performance.
Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.
Pursuant to the WIOA, the Union County Workforce Development Board hereby gives official notice of its intent to procure an American Job Center operator (formerly the One-Stop) through a Request for Proposal (“RFP”) process. The American Job Center Operator will manage the Union County American Job Centers, including the management and coordination of all workforce services with Union County workforce partners, as required by WIOA, and other community partners that serve employers and customers seeking jobs, career counseling, training, and career advancement within the Union County Workforce Development Area. The American Job Center Operator will also be providing direct services in Union County American Job Centers.
Funding allocations referenced in this public notice will be included in the RFP. Successful Proposers must effectively demonstrate current or future service delivery capabilities in the Union County area.

In an effort to assist candidates intending to respond to the RFP, a Proposer Technical Assistance Conference has been scheduled for 1:00pm Thursday, September 26, 2019 in the Union County Administration Building, 6TH Floor Freeholder Meeting Room, 10 Elizabethtown Plaza, Elizabeth, NJ..
All questions regarding the RFP must be made in writing directed to Shain Schaffer, PC at firstname.lastname@example.org.
Questions must be e-mailed no later than 4:00pm on Monday, October 7, 2019.
All information requested in the Request for Proposals must be provided or the proposal shall be disqualified. Proposals must be sealed and labeled “PROPOSALS FOR AMERICAN JOB CENTER OPERATOR.” Proposals must comply with all instructions and specifications contained within the RFP. Proposers shall submit two (2) originals; three (3) copies; and one (1) PDF electronic copy on a CD or Thumb Drive of their proposal, which must be received no later than 11:00 a.m., EST, on Friday, October 11, 2019. Proposals may be submitted prior to the deadline. If mailed or hand-delivered prior to Friday, October 11, 2019 at 11:00 a.m., enclose proposals in a sealed envelope labeled “PROPOSALS FOR AMERICAN JOB CENTER OPERATOR”, and addressed to Shain Schaffer, PC, 150 Morristown Road, Suite 105, Bernardsville, NJ 07924. Proposals submitted by fax or e-mail will not be accepted. Furthermore, any proposals submitted after 11:00 a.m. on Friday, October 11, 2019 will not be accepted.
The Union County Workforce Development Board of Directors reserves the right to reject any and all proposals, to waive any informality in the RFP process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of Union County.
Proposers are required to comply with the requirements of N.J.S.A. 10:5-31, et seq. and N.J.A.C. 17:27-1.1, et seq.
