Union County Plans Major Upgrade for Plainfield Intersections

Union County, NJ — The Union County Board of Chosen Freeholders is pleased to announce that plans are moving forward for a group of three intersection safety improvement projects on East Front Street (County Road 620) and 7th Avenue (County Road 601) in the City of Plainfield. The work will include new traffic signals with audible pedestrian signals and push buttons.

The federally funded upgrades are designed to improve pedestrian safety while easing traffic congestion. All three projects are expected to be completed by the end of 2020.

“These three projects demonstrate the vital role that federal funding plays in the economic health of our communities. Plainfield is a center of commerce in the region, and these improvements will enable local residents, visitors, business owners and their employees to navigate the city streets with greater ease, while also improving the flow of through traffic,” said Freeholder Chairman Sergio Granados. “It’s also important to note that the upgrades will help improve access for seniors and people with disabilities.”

“By helping Plainfield to become a more walkable and bike-able city, these improvements will encourage our residents to get out and about, patronize local businesses, and contribute to a cleaner, greener environment for all,” said Freeholder Rebecca Williams, a longtime resident of Plainfield. “All together, these three projects will make a significant difference in the quality of life for residents and visitors alike.”

One project involves four intersections on East Front Street, at Sandford Avenue, Watchung Avenue, Roosevelt Avenue, and Norwood Avenue/Richmond Street. The estimated cost of construction is $1.1 million. Work on that project is expected to begin in the summer of 2020.

 

The work includes:

  • New traffic signals poles, foundation, mast arms, signal heads, video image detection, traffic controllers with battery power backup equipment, and junction boxes to improve overall operational safety.
  • New ADA compliant curb ramps with detectable warning surfaces, pedestrian push buttons and pedestrian countdown traffic signals, high visibility crosswalks, and the installation and replacement of regulatory, warning and pedestrian signs.
  • Milling and paving of the roadway surface of each intersection.

Similar improvements are slated for a second project, which will upgrade the intersection of West Seventh Street with Central Avenue, Grant Avenue, and Plainfield Avenue. This project is expected to begin work in the spring of 2019 with an estimated construction cost of $785,000.

The third project includes improvements for one additional intersection on East Front Street at Leland Avenue, and four additional intersections on West 7th Street at Leland Avenue, Woodland Avenue, Berckman Street, and Arlington Avenue, for a total estimated cost of $2.9 million. The design phase for this project is expected to begin in the spring of 2019.

The three projects were approved through the Local Safety Program, an initiative of the North Jersey Transportation Planning Authority in conjunction with the New Jersey Department of Transportation. Funding for the Local Safety Program comes from the Federal Highway Administration’s Highway Safety Improvements Program.

A public comment period on the East Front Street project involving four intersections is still open. The deadline for commenting is Friday, December 21, 2018. Public Hearing Notice – Watchung Reservation

Public Hearing Notice

TAKE NOTICE that the County of Union has advised the New Jersey Department of Environmental Protection’s Green Acres Program, that it intends to allow an adjacent private developer to install  landscaping on a section of the County’s (Green Acres protected) Watchung Reservation, in order for this developer to meet wetland mitigation’s requirements on its own property. 

The section of the Watchung Reservation where this landscaping will be installed is located along Union Ave. (Scotch Plains), and specifically, along the south bank of the Green Brook.  The landscaping will consist of planting trees and shrubbery at this location. 

This renovation will involve a change in its current undeveloped status, and consequently, a public hearing to obtain public comment on this matter, pursuant to N.J.A.C. 7:36-25.6, will be held at:

Public Notice Amending the Freeholder Meeting Schedule

Under the terms of the “Open Public Meetings Act P.L. 1975, C. 231, and pursuant to requirements of N.J.S.A 10: 4-10 of the Open Public Meetings Act, please be advised that circumstances necessitate amending the 2018 Meeting Schedule of the Union County Board of Chosen Freeholders.

The Board has a need to cancel the Agenda Setting Session and Regular Meeting of Thursday, November 29, 2018. Both the Agenda Setting Session and Regular Meeting will be rescheduled for Wednesday, November 28, 2018, commencing at 7:00PM.

For clarification purposes, both meetings will be rescheduled for Wednesday, November 28, 2018; which is the day before their originally scheduled date.

Union County, together with the North Jersey Transportation Planning Authority, will be hosting a Public Information Center meeting to inform local residents, officials and businesses of the intersection safety improvement project for East Front Street (CR 620) in the City of Plainfield. The project is receiving funds through the Local Safety Program which is a federally-funded program established by the North Jersey Transportation Planning Authority (NJTPA), in conjunction with the New Jersey Department of Transportation (NJDOT), using Federal Highway Administration’s Highway Safety Improvements Program funds, with a purpose of advancing safety improvements on county and local roadways within its region.

The purpose of this meeting is to inform the public and solicit input and comments on the proposed improvements. This meeting is open to all members of the public. County engineering staff, a NJTPA representative and the consulting design engineer will be available to answer questions.

Project Information

Union County is receiving a federally funded grant for the East Front Street (CR 620) Intersection Safety Improvement project through the Local Safety Program. This program was established by the North Jersey Transportation Planning Authority (NJTPA), in conjunction with the New Jersey Department of Transportation (NJDOT), using Federal Highway Administration’s Highway Safety Improvements Program funds, with a purpose of advancing safety improvements on county and local roads within its region.

 

Project Background

Based on an analysis of crash records conducted by the New Jersey Department of Transportation, high crash corridors and intersections within Union County have been identified including:

  • East Front Street ranked #4 in high crash corridors
  • East Front Street and Watchung Avenue ranked #1 in high crash pedestrian intersections
  • East Front Street and Roosevelt Avenue ranked #10 in high crash pedestrian intersections
  • East Front Street and Norwood Avenue/Richmond Street ranked #23 in high crash intersections

The existing traffic signal equipment lacks pedestrian countdown signals and is not Manual on Uniform Traffic Control Devices (MUTCD) compliant. Furthermore, pedestrian facilities at these locations do not meet Americans with Disabilities Act (ADA) compliance standards.

 

Proposed Improvements

The East Front Street (CR 620) Safety Improvement project involves vehicular and pedestrian improvements including:

  • A new traffic signals, audible pedestrian countdown signals and pushbuttons;
  • A pedestrian activated flashing sign orsignal at Sandford Avenue;
  • Curb ramp upgrades to comply Americans with Disabilities Act (ADA) guidelines and sidewalk repairs where needed;
  • New signage and pavement markings;
  • New crosswalk striping to increase visibility;
  • Milling and paving of the roadway surface within the limits of disturbance of each intersection; and
  • Improved street lighting

No roadway widening is proposed. Permission will be requested through in-lieu of easement agreements for work that is to be performed outside of the existing right-of-way such as grading and sidewalk repairs necessary to meet ADA compliance. The existing intersections will be open during construction and the duration of construction is estimated to be 240 days.

At the present time the estimated construction cost is $1.110 Million and theestimated start of construction is in the Summer of 2020.

Weather Related Cancellation for Tonight’s Family Fun & Flix Event, July 23

Union County residents and visitors are advised that the Family Fun & Flix free outdoor movie with children’s activities scheduled for tonight, Tuesday July 23 in Warinanco Park, has been cancelled due to wet conditions resulting from recent storms. Please join us next Monday evening, July 29, at Rutgers Avenue Park in Hillside as the Family Fun & Flix series continues with a free screening of Hotel Transylvania 3: Summer Vacation. Children’s activities begin at 7:30 p.m. and the movie will begin at dusk.
