Public Notice – Union County Planning Board

TAKE NOTICE that, pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6, Chapter 231 of the Public Laws of 1975 the County of Union published the 2020 Annual Notice of Meetings for the Union County Planning Board on January 9, 2020 and a correction was published on January 17, 2020. The meeting scheduled for May 13, 2020 will be held virtually using web based software for board members. Any public wishing to have any questions regarding agenda items heard by the Planning Board at this meeting should contact the County Planning Board Secretary by telephone (908-527-4268) no later than 1:00 PM on May 13, 2020. This virtual meeting is required due to social distancing requirements by the State of New Jersey in response to the Covid-19 Pandemic.

All Union County Planning Board meetings start at 7 PM on the noted dates and held at the Union County Administration Building, 6th floor, Elizabethtown Plaza, Elizabeth, New Jersey unless noted otherwise. The remaining annual meetings are noted below:

  • May 13 (Virtual Meeting)
  • June 10
  • July 8
  • September 9
  • October 14
  • November 18 (Alternate Wednesday date due to Veteran’s Day on Nov. 11th)

Public Notice – April 23, 2020 Special Meeting of the Union County Board of Chosen Freeholders 

In light of the public health emergency caused by Coronavirus, and the subsequent issuance of the Governor’s Executive Order 107, the Board of Chosen Freeholders of the County of Union (the Board), has been conducting meetings remotely and by electronic means without providing a physical meeting place as of the Special Meeting of March 18, 2020.

Under the terms of the “Open Public Meetings Act P.L. 1975, C. 231, please be advised, the Board of Chosen Freeholders of the County of Union has a need to conduct a Special Meeting on Thursday, April 23, 2020 at 6:00 pm for the singular purpose of entering into Executive Session to discuss the following matter:

  1. Attorney-Client privileged communication and discussion relative to a potential Amendment to the Shared Services Agreement with the Union County Improvement Authority concerning design and construction of recreational improvements at the former Oak Ridge Golf Course.

All members of the public may view the meeting by livestream at ucnj.org/freeholders.  The singular purpose of the Special Meeting is to enter into an Executive Session of the Board of Chosen Freeholders of the County of Union, and accordingly, the Executive Session is not open to the public. There will not be any formal action taken on the matter discussed.

Public Notice – Union County Board of Chosen Freeholders Teleconference Meetings

To Whom It May Concern:

In light of the public health emergency caused by Coronavirus, and the subsequent issuance of the Governor’s Executive Order 107, The Board of Chosen Freeholders of the County of Union (the Board), has been conducting meetings remotely and by electronic means without providing a physical meeting place as of the Special Meeting of March 18, 2020. The Board of Chosen Freeholders of the County of Union has commenced, and will continue until further notice, their Agenda Setting Session at 5:00pm, followed by the Regular Meeting to commence as soon as possible after the Agenda Setting Session, as of April 2, 2020.

In accordance with N.J.S.A. 10:4-6 (the “Open Public Meetings Act”) and in adherence to the Department of Community Affairs, Division of Local Government Services (DLGS) guidelines, the Agenda Setting Session and the Regular Meeting will be open to the public by electronic means, and as such, will conduct their meetings through a teleconference via ZOOM Webinar. All members of the public may view the meeting by livestream at ucnj.org/freeholders.  Any member of the public wishing to participate in the teleconference meeting, may do so by downloading ZOOM to their individual electronic device and select the following link: https://ucnj.org/zoom-meeting/. Anyone wishing to participate must email the Clerk of the Board at jpellettiere@ucnj.org to receive the meeting-specific password to gain access to the teleconference. All requests must be submitted and received by the Clerk of the Board no later than noon of the corresponding meeting date. 

Members of the public who prefer not to, or do not have the means to, participate in the teleconference, may continue to participate in Freeholder Meetings by emailing comments relative to resolutions being offered for adoption and/or on any governmental issue that a member of the public feels may be of concern to the residents of the county to the Clerk of the Board at jpellettiere@ucnj.org. All relevant comments received will be read into the record during each Regular Meeting’s Public Comment Portion, prior to the Board’s consideration of resolutions for adoption, and will be addressed accordingly by the Board. All emails must be submitted and received by the Clerk of the Board no later than noon of the corresponding Regular Meeting date and, as is always the case, must include the public member’s full name and town of residence and resolution number to which comments are being referred for the record. Agendas will be posted for the public’s viewing on the County’s official website at: www.ucnj.org/freeholders

In light of the public health emergency caused by Coronavirus, and the subsequent issuance of the Governor’s Executive Order 107, The Board of Chosen Freeholders of the County of Union (the Board), effective April 2, 2020 and until further notice, will conduct all future meetings remotely and by electronic means without providing a physical meeting place. 

Additionally, while the Board will continue to meet on their regularly scheduled meeting dates, please note the time for the Agenda Setting Sessions has been changed to a new commencement time of 5:00pm.  The Regular Meeting will continue to commence as soon as possible after the Agenda Setting Session.

In light of the public health emergency caused by Coronavirus, and the subsequent issuance of the Governor’s Executive Order 107, The Board of Chosen Freeholders of the County of Union (the Board) will conduct its originally scheduled March 26, 2020 Agenda Setting Session and Regular Meeting remotely and by electronic means without providing a physical meeting place.  The times of both the Agenda Setting Session and Regular Meeting will remain the same; with the Agenda Setting Session commencing at 6:30pm, and the  Regular Meeting commencing as soon as possible after the Agenda Setting Session.

In accordance with N.J.S.A. 10:4-6 (the “Open Public Meetings Act”) and in adherence to the Department of Community Affairs, Division of Local Government Services (DLGS) guidelines, the Agenda Setting Session and the Regular Meeting  will be open to the public by electronic means, and as such, members of the public may view the meeting by livestream at ucnj.org/freeholders.

Special Meeting being hosted by the Fiscal Affairs Committee Notice

Under the terms of the “Open Public Meetings Act”, P.L. 1975, C. 231, please be advised that the Special Meeting being hosted by the Fiscal Affairs Committee of the Union County Board of Chosen Freeholders previously noticed for March 18, 2020, at 6:00 pm., at Rahway City Hall, Council Chamber/Municipal Court Room, 1 City Hall Plaza, Rahway, NJ, will be held on Wednesday, March 18, 2020 at 6:00pm with the location changed to the Administration Building, 10 Elizabethtown Plaza, Elizabeth, New Jersey.

This is a meeting of the Fiscal Affairs Committee and not a Regular Meeting of the Board of Chosen Freeholders.  No action will be taken.  While viewable by the public, there is no opportunity for public comment, which opportunity will be provided during the official Public Hearing on the 2020 Budget.

Due to the public health emergency occasioned by the COVID-19 virus, this meeting may be conducted electronically and/or by telephonic means.  Public viewing of the meeting will be available via live stream.  A link to such live stream will be posted prior to the start of the meeting on the Union County web site (ucnj.org/freeholders).  There will be no in person public attendance at this meeting.

Fiscal Affairs Committee of the Union County Board of Chosen Freeholder Special Meetings on the 2020 Budget

Under the terms of the “Open Public Meetings Act P.L. 1975, C. 231, please be advised that the Fiscal Affairs Committee of the Union County Board of Chosen Freeholders will be hosting Special Meetings on the 2020 Budget on the following dates:

Wednesday, March 4, 2020 at 6:00 pm at the Cranford Municipal Building, Council Chambers, 8 Springfield Avenue, Cranford, New Jersey.

Thursday, March 12, 2020 at 6:00 pm at Vocational-Technical Schools, Administration Building Board Room, 1776 Raritan Road, Scotch Plains, NJ;

Wednesday, March 18, 2020 at 6:00 pm at the Rahway City Hall, Council Chambers/Municipal Court Room, 1 City hall Plaza, Rahway, New Jersey;

These meetings of the Fiscal Affairs Committee are not Regular Meetings of the Board of Chosen Freeholders. No action will be taken.  While open to the public, there is no opportunity for public comment.  The time and place for public comments on the 2020 budget will be provided during the official Public Hearing on the 2020 Budget, which will be announced at time of the budget introduction in accordance with the law.

Due to the public health emergency occasioned by the COVID-19 virus, this meeting may be conducted electronically and/or by telephonic means.  Public viewing of the meeting will be available via live stream.  A link to such live stream, will be posted prior to the start of the meeting on the Union County web site (ucnj.org/freeholders).  There will be no in person public attendance at this meeting. 

Official action will be taken relative to the following resolutions:

  • Resolution Amending the 2020 Temporary Budget CH 96 P.L. 1951 (N.J.S.A. 40A:4-20)
  • Resolution Ratifying COVID-19 Personnel Policy
