Various Municipalities – Annual Road Resurfacing Program
The project consists of milling and resurfacing approximately 16.33 miles of roadways within Union County, upgrading handicap ramps to comply with Americans with Disabilities Act (ADA) requirements, upgrading inlets to comply with New Jersey Department of Environmental Protection (NJDEP) stormwater requirements, and restriping the roadway to comply with Manual on Uniform Traffic Control Devices (MUTCD) requirements.
These Union County roadways are anticipated to be paved under the 2025 Road Resurfacing Program:

- Paving Hours: Daytime Paving Hours (Road closures of County roadways from 9:00 a.m. to 3:00 p.m.)
- Work that does not impact the travel way, such as inlet, curb and sidewalk work, shall be performed during daytime hours from 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding holidays.
- The above hours may vary based on municipal requirements and requests.
- Duration: 90 Calendar Days. This is a Weather-Sensitive Project.

Clark – Reservoir Project
The Clark Reservoir area consists of four water bodies separated by Featherbed Lane, Raritan Road and the Garden State Parkway. The four water bodies are informally known as; Headwaters, West Lake, Center Lake and East Lake. The Clark Reservoir Improvement project will consist of dredging the Headwaters, West Lake and Center Lake. The dredging operation will include the lowering of the water levels across all four water bodies, earthwork removing sediment from the bottom of the water bodies, dewatering of the sediment and disposal. Additional project scope will include the construction of a parking area, access road, floating dock and boat ramp. A walking path will be installed only in some portions of the Center Lake.
The work is scheduled to take approximately 660 calendar Days to complete.

Elizabeth – Trenton Avenue Bridge over the Elizabeth River
Please be advised that the Trenton Avenue Bridge (El-18) over the Elizabeth River, City of Elizabeth will be closed for construction on or about Monday, February 24, 2025. The project consists of the superstructure replacement of Union County’s Trenton Avenue Bridge (El-18) over the Elizabeth River.
Due to the nature of the project, Trenton Ave from 5th Ave to Clifton St will be fully closed to vehicles and pedestrians, access will be provided to City of Elizabeth Animal Shelter and Recycling Center. The work is scheduled to be completed on or about March 2026 contingent on utility work.
A detour around the closure for vehicular traffic will be posted and maintained by the contractor for the duration of the project. All Emergency Responders will need to plan alternate routes. The County recognizes the inconvenience that any road construction may cause and apologizes for any difficulties encountered. The County shall make every effort to have the work completed as soon as possible.

Rahway – Irving St Bridge over the Robinson’s Branch of the Rahway River
Updated October 15, 2025 to include start date
Please be advised that the Irving St Bridge (Ra-10) over Robinson’s Branch of the Rahway River. City of Rahway will be closed for construction on or about October 27, 2025
The existing three-barrel, stone and brick arch structure was built c. 1895 and altered in 1924. It was damaged beyond repair by Hurricane Ida.
The replacement bridge will be a two-barrel, precast concrete arch-filled structure with scour protection, new roadway, and reconstructed roadway approaches with concrete parapets and sidewalks.
Due to the nature of the project, Irving St will be fully closed to vehicles and pedestrians. The work is scheduled to take approximately 12 months to complete.
A detour around the closure for vehicular traffic will be posted and maintained by the contractor for the duration of the project. All Emergency Responders will need to plan alternate routes. The County recognizes the inconvenience that any road construction may cause and apologizes for any difficulties encountered. The County shall make every effort to have the work completed as soon as possible.

New Providence – Bridge Construction Detour
- Project Owner: County of Union
- Project Description: Bridge Superstructure Replacement
- Location: Passaic Street, between the Township of Chatham and the Borough of New Providence
- Start Date: January 30, 2025
- Duration: 12 Months
- Project Manager: Walt Patrylo, Division of Engineering, Union County
- Project Designer/Construction Manager: Neglia Engineering Associates
- Contractor: Persistent Construction, Fairview, NJ
The Passaic Street Bridge (Ne-60) over the Passaic River between the Township of Chatham and the Borough of New Providence will be closed for construction beginning on January 30th, 2025. The project consists of the superstructure replacement of Union County’s Passaic Street Bridge.
Due to the nature of the project, the bridge will be closed to vehicles and pedestrians. The work is expected to take approximately 12-months to complete. Emergency Responders will need to plan alternate routes.
The vehicle detour around the bridge closure will be maintained by the contractor for the duration of the project.
Union County recognizes the inconveniences road construction causes. This work requires full closure of this bridge.

Please be advised that the various guiderail throughout Union County will be replaced on or about Monday, April 7, 2025. The upcoming guiderail project intends to improve substandard guiderail to meet current standards throughout various municipalities within Union County, New Jersey. The work is scheduled to take approximately 6 months to complete.
