UCWDB Strategic Plan Update December 2025

The Union County Workforce Development Board Two-Year Plan Modification for Program Years 2024–2027 responds to WIOA requirements and state guidance by addressing five key areas. The modification acknowledges a shifting labor market characterized by simultaneous layoffs and hiring in different sectors, prompting a pivot toward rapid reskilling strategies.

It strengthens stakeholder engagement through formalized employer advisory structures and enhanced youth services focused on mental health support. The plan addresses performance gaps in youth credential attainment and employment retention while building on strong outcomes in median earnings and measurable skill gains.

New state policies requiring mandatory RESEA co-enrollment and updated fiscal procedures are integrated into operations. The modification maintains alignment with state workforce priorities, focusing on healthcare, transportation and logistics, and manufacturing sectors.
