Public Notice of Hearing on District Solid Waste Management Plan Amendment

PLEASE TAKE NOTICE that a Public Hearing will be held by the Union County Board of County Commissioners on March 13, 2024, at 6:00 p.m. in the Commissioner Meeting Room on the 6th Floor of the Administration Building located at 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207, in accordance with N.J.S.A. 10:4-6 (the “Open Public Meetings Act”), for the purpose of hearing persons interested in, or who are affected by, the Board of County Commissioners’ consideration of an Ordinance Amending the Union County District Solid Waste Management Plan described below. The Plan Amendment that is the subject of the Public Hearing has been prepared in accordance with the Solid Waste Management Act (N.J.S.A. 13:1E-1 et seq.).

The purpose of the Plan Amendment is to:

(1) INCLUDE THE WASTE MANAGEMENT OF NEW JERSEY, INC. FACILITIES IN ELIZABETH, NEW JERSEY, AS THE COUNTY’S DESIGNATED FACILITIES TO WHICH SOLID WASTE TYPES 13, 13C, 23 AND 27 ARE TO BE DIRECTED FOR DISPOSAL, (2) INCORPORATE THE SOLID WASTE DISPOSAL SERVICES AGREEMENT BY AND BETWEEN THE UNION COUNTY UTILITIES AUTHORITY AND WASTE MANAGEMENT OF NEW JERSEY, INC. FOR THE PROVISION OF DISPOSAL SERVICES FOR SOLID WASTE TYPES 13, 13C, 23 AND 27, AND (3) DIRECT ALL SOLID WASTE TYPES 13, 13C, 23 AND 27 TO THE WASTE MANAGEMENT OF NEW JERSEY, INC. FACILITIES IN ELIZABETH, NEW JERSEY FOR DISPOSAL, PURSUANT TO REGULATORY WASTE FLOW CONTROL.

The facilities which are the subject of this Plan Amendment are Waste Management of New Jersey, Inc.’s, Front Street Transfer Station, located at 625-647 S. Front Street, Elizabeth, New Jersey 07202 (Block 763, Lot 1; Block 763.01, Lot 1; Block 757, Lots 2 and 3).

The name and address of the Union County District Solid Waste Coordinator is Linda Stender, Acting Executive Director c/o Union County Utilities Authority, 1499 Routes 1&9 North, Rahway, New Jersey.

A copy of the Plan Amendment is available for public inspection at the offices of the Union County Utilities Authority, 1499 Routes 1 & 9 North, Rahway, New Jersey, and at the office of the Clerk of the Board of County Commissioners, located at 10 Elizabethtown Plaza, Elizabeth, New Jersey, 07207, during regular business hours.

PURPOSE: Union County Department of Parks and Recreation, is seeking funding through the State of NJ Urban Parks Program [and the Green Acres Program] for improvements at Rahway River Park located at 3 Parkway Drive (Block 179.01, Lot 48) in the Township of Clark and the City of Rahway, Union County, New Jersey.
PROJECT SCOPE: Union County Department of Parks and Recreation proposes to renovate the existing playground facilities at Rahway River Park, specifically the park near the northwest Baseball Fields. PROJECT SCOPE: Union County Department of Parks and Recreation proposes improvements to the historic Homestead Farmhouse and its associated features. Public Notice regarding Union County Paratransit

Pursuant to an announcement by Deana Mesaros, Director of the Union County Paratransit System, notice is hereby given that on August 22, 2023 at 7:00 p.m. at Union County Administration Building at 10 Elizabethtown Plaza 6^th Floor, Elizabeth, NJ the COUNTY OF UNION, Department of Human Services Paratransit, will hold a Hearing accepting input concerning the 2024 Application to New Jersey Transit for funding under the Senior Citizen and Disabled Resident Transportation Assistance Program, at which time and place all interested parties will be given an opportunity to be heard. To assure that all members of the public are given an opportunity to be heard, initial presentations will be limited to five (5) minutes.

In order to encourage full participation in this Hearing, please submit any requests for accommodation of people with disabilities to the Union County Paratransit 10 Elizabethtown Plaza 2^nd Fl., Elizabeth, NJ 07207 no later than five (5) business days prior to the public hearing. Union County Police Department Accreditation

The Union County Police Department is scheduled for an on-site assessment as part of its program to achieve accreditation by verifying that it meets recognized professional best practices.

Administered by the New Jersey State Association of Chiefs of Police, the accreditation program requires agencies to comply with best practice standards in fivebasic areas: the administrative function, the personnel function, the operations function, the investigative function, and the arrestee/detainee function.

Agency employees and the public are invited to offer comments by calling (908) 654-9817 on August 21^st, 2023 between the hours of 10 a.m. & 11 a.m. Comments will be taken by the Assessment Team. Email comments can be sent to the police department at at dlynn@ucnj.org.

Telephone comments are limited to 5 minutes and must address the agency’s ability to comply with the NJSACOP standards. Please contact Detective Deanna Lynnat (908) 789-6834 for more information.

Commissioner Meeting Date Change

Under the terms of the Open Public Meetings Act P.L. 1975, C. 231, and pursuant to requirements of N.J.S.A 10: 4-10, please be advised that circumstances necessitate amending the 2023 Meeting Schedule of the Union County Board of County Commissioners.

The Board has a need to cancel the Agenda Setting Session and the Regular Meeting of Thursday, June 22, 2023. Both the Agenda Setting Session and the Regular Meeting will be rescheduled for the next ensuing week on Thursday, June 29, 2023. The Agenda Setting Session will commence at 6:00pm and the Regular Meeting will commence as soon as possible after the Agenda Setting Session. Both meetings will be held in the Commissioner Meeting Room, Administration Building, 10 Elizabethtown Plaza, 6^th Floor, Elizabeth, New Jersey as originally advertised.
