Moody’s Sustains Union County’s AAA Bond Rating

Union County’s AAA bond rating was reaffirmed by Moody’s Investor Services last week. The County maintains its strong financial position looking forward through 2023 and beyond. A rating of Aaa is the highest a county government can achieve. 

“The Aaa rating means a lower cost of borrowing, a strong business community and a hardworking county management team,” said Commissioner Chairman Sergio Granados. “The work of the County Manager, Finance Department and Board of County Commissioners, who remain committed to ensure the best use of taxpayer dollars, is a true testament of this reaffirmed assessment. I am incredibly proud of the County’s ability to maintain these high financial ratings year after year.”

In its report, Moody’s noted that the Aaa rating reflects the county’s its strong economic and financial performance, sizeable and growing reserve position supported by fixed administrative policies and regulations, large and diverse tax base with stable employer presence and its proximity to New York City.

According to Moody’s, “Union County’s strong governance is reflected in a score of G-1. The county has built a deep bench of civil servants and outside professionals to implement its policy objectives. This, plus a combination of a strong state-wide institutional framework and highly conservative budgeting, has allowed the county not only to strengthen its finances but to do so while providing various forms of assistance to its local governments.”

Some of Union County’s notable accomplishments from 2022 were:

  • A zero percent increase in Union County’s 2023 Budget for the 4th year in a row.
  • Union County’s healthy surplus allowed them to fund and open up the first County-run certified lab in conjunction with Kean University for diagnostic testing and critical public health research during the pandemic.
  • Tens of thousands of households within Union County have benefitted from their food distribution programs over the past two and a half years with over 18 million meals provided.
  • In an environment where the average State Health Benefits increase for CY2023 is 21.6%, the County of Union was able enter into shared service agreements with Union College and the Vocational Technical High School for health benefits coverage under the County’s self-insurance plan as a cost-saving measure for both public education institutions.
  • Union County is continuing to realize the savings from the shared services agreements with Essex County wherein we augmented service delivery for Juvenile Detention and Adult Corrections in 2019 and 2021.
  • Understanding the need for long-term financial planning, the Union County Board of County Commissioners continuously streamlined County operations and reduced its pensionable obligations without sacrificing quality of service.
  • In a climate where state and local governments throughout New Jersey are set to pay nearly 10% more for workers enrolled in the Public Employees’ Retirement System and the Police and Firemen’s Retirement System, the County of Union announced its pension bills for 2023 are set to decrease by 0.74%.

“Each year, we work extensively to ensure we operate effectively and efficiently while still maintaining all of the programs and services for our residents,” said Commissioner Vice-Chairwoman Kimberly Palmieri-Mouded. “As Chairwoman of the County Commissioner Fiscal Committee, I am proud of our continued efforts to responsibly manage our County’s budget as we provide the many important needs of our residents, all while passing a zero percent tax increase for the fourth year in a row.”

“The county benefits from excellent transportation access including New Jersey Transit, major thoroughfares such as the New Jersey Turnpike and the Garden State Parkway, the Port Elizabeth/Port Newark, and the Newark Liberty International Airport, which is partially located within the county. The pandemic had only a limited impact on the county’s economy. After spiking sharply, the unemployment rate has come down and as of March 2023 was 4.1%, slightly higher than the state (3.8%) and the national rates (3.6%).”

Among the benefits, maintaining an Aaa rating means the County can borrow money at the lowest available interest rates, saving tax dollars.

Union County Board of Elections Reminds Residents to Plan Their Vote

The Union County Board of Elections reminds voters to plan their vote for the upcoming Primary Election.  Election Day is Tuesday, June 6, 2023.  Voters can vote in person during Early Voting, in person on Election Day or via Mail-In Ballot.  Eligible voters for the Primary Election include registered Democrats, Republicans and Unaffiliated voters.

“With less than two weeks before in-person voting starts, I encourage voters to make time to cast their vote,” states Nicole DiRado, Administrator, Union County Board of Elections.

In-Person Early Voting will take place Friday, June 2, Saturday, June 3 and Sunday, June 4, 2023.  Friday and Saturday the polls are open from 10am – 8pm.  On Sunday, the polls are open from 10am – 6pm.  There are seven early voting sites county wide: Cranford, Elizabeth, New Providence, Plainfield, Rahway, Roselle and Union Township.  Any eligible voter in the county can go to any of these seven locations and cast their vote on their local ballot. 

Election Day Voting will take place on Tuesday, June 6, 2023.  Polls are open from 6:00am – 8:00pm.  Voters are required to go to their designated polling location on Election Day to cast their vote. 

Finally, voters who have received mail-in ballots are encouraged to return their ballot to the secure ballot drop box.  Democratic voters, Republican Voters, and first time unaffiliated voters can obtain a mail-in ballot from the Union County Clerk’s Office until the day before Election Day at 3:00pm.  

There is at least one drop box in every municipality.  Ballot drop boxes are available to voters 24/7 through the close of the polls on Election Day at 8:00pm.  The ballot drop boxes are picked up in accordance with state guidelines by a bipartisan team of Election Board employees with a police escort.  Voters can also mail their mail-in ballot, leaving at least 7 days for it to arrive in the mail.  Finally, voters can bring their ballot in-person to the Union County Board of Elections (271 No. Broad St., Elizabeth) or the Union County Clerk’s Office (2 Broad Street, Elizabeth / 300 No. Avenue East, Westfield).  Voters wishing to deposit their ballot in person must present a valid New Jersey issued ID or Driver’s License.

The Union County Women Mean Business Summit returns on June 13th

The Union County Board of County Commissioners would like to announce that the annual Union County Women Mean Business Summit (UCWMB) will be held on June 13, 2023 from 9:00 a.m. to 2:30 p.m. at the Galloping Hill Golf Course, located at 3 Golf Drive in Kenilworth.

“The Union County Women Mean Business Summit is designed to bring together women entrepreneurs, professionals, and leaders from various industries to share insights, network, and inspire each other,” said Commissioner Chairman Sergio Granados. “This event will feature a number of panelists and a keynote speaker to discuss leadership, career development, work-life balance, diversity and inclusion, and overcoming challenges faced by women in the business world. We encourage all women in Union County to register and we look forward to seeing you there.”

This powerful forum, is a once-a-year conference with an immersive experience that will feature a series of workshops and discussions for women of all stages in their careers. This year, the UCWMB Summit will feature Keynote Speaker Esther Pak, Corporate Counsel to the New Jersey Devils and Philadelphia 76ers.

La Feria de Jardinería de Primavera y la Venta de Plantas Regresan al Condado de Union el 21 de mayo

La Junta de Comisionados del Condado de Union invita a los entusiastas de la jardinería a abastecerse de plantas, semillas y otros suministros en la 32.ª edición anual de Master Gardeners of Union County Spring Garden Fair and Plant Sale.

La Feria de Jardinería de Primavera se lleva a cabo este año el domingo 21 de mayo, llueva o truene, de 12:00 del mediodía a 4:00 p.m. en los terrenos del jardín de demostración del Condado de Union, ubicado junto al Centro de Ciencias y Naturaleza Trailside en la Reservación de  Watchung en el 452 New Providence Road en Mountainside.

“Agradecemos a los voluntarios Maestros de Jardinería por su dedicación al servicio cívico y por compartir su guía experta con los residentes y visitantes del Condado de Union. Las ganancias de la Feria de Primavera se destinan a financiar programas educativos de horticultura para jóvenes y adultos”, dijo el Presidente de la Junta de  Comisionados del Condado de Union, Sergio Granados.

Como siempre, la entrada a la Feria  es gratuita y el estacionamiento también es gratuito. Se informa a los visitantes que todas las ventas son solo en efectivo. Todos los ingresos se destinan a financiar las actividades cívicas de los Maestros Jardineros, incluida la recolección y donación de productos frescos y flores cortadas a las despensas de alimentos locales y agencias de atención médica, el embellecimiento y la educación de la comunidad, el apoyo al programa de desarrollo juvenil 4-H y un Condado de Union Sostenible. Beca estudiante de ciencias..

Entre los cientos de plantas y semillas que se ofrecen a la venta, la Feria de Primavera presenta plantas resistentes a los ciervos, tolerantes a la sequía y fragantes que prosperan en el Condado de Union, incluidas muchas plantas fáciles de cultivar para jardineros principiantes. “Vivienda con Esperanza” llega a la Galería de la Junta de Comisionados del Condado de Union en mayo

La Junta de Comisionados del Condado de Union se complace en presentar Housing with Hope, una exhibición de obras de arte de los residentes de Springfield Senior Citizen Housing en Springfield, Nueva Jersey en la Galería de la Junta de Comisionados, ubicada en el sexto piso del Edificio de Administración del Condado de Union, 10 Elizabethtown Plaza en Elizabeth.

La galería está abierta durante el horario laboral habitual entre semana y los jueves por la noche cuando la Junta de Comisionados está en sesión.

“En nombre de la Junta de Comisionados, me gustaría agradecer a nuestros adultos mayores por compartir sus obras de arte con la comunidad del Condado de Union. Sus pinturas forman una exhibición colorida y vibrante que brilla con belleza y gracia”, dijo el Presidente de la Junta de  Comisionados del Condado de Union, Sergio Granados. “También me gustaría agradecer a Housing with Hope por su dedicación para conectar a las personas mayores con nuevos amigos y actividades”.

Todas las obras de arte para la exhibición fueron creadas por residentes de Springfield Senior Citizen Housing durante una clase de arte grupal “Golden Arts” organizada por la organización sin fines de lucro Housing with Hope, como parte de su serie Seniors Day Out. La instructora de la clase fue Danielle Corso de Art Chick Designs, LLC.

Los artistas expuestos son Lan Tian Fan, Joanne Hodges, Yulan Jim, Runnian Li, Isabel Lusolo, Vanda Milovc, Christopher Ortiz, Lanying Qin, Maureen Thomas, Ma Xiu Ying, Yuqin Wang, Dora Yaynberg, Esperanza Zambrano y Yufeng Zhuang.

Housing with Hope cultiva asociaciones comunitarias para enriquecer las vidas de las personas mayores a través de eventos, actividades, servicios de apoyo y viviendas asequibles para quienes tienen un ingreso fijo. Únase a un Taller de Fotografía de la Naturaleza, el 13 de mayo

La Junta de Comisionados del Condado de Union invita a todos los entusiastas de la fotografía, desde principiantes hasta profesionales, a unirse al taller “Fotografía de Naturaleza para todos” el sábado 13 de mayo, de 2:00 p. m. a 3:00 p. m., en el Centro de Ciencia y Naturaleza Trailside del Ccondado de Union. ubicado en 452 New Providence Road en Mountainside. Hay un amplio aparcamiento gratuito disponible en el sitio.

“La fotografía es una forma poderosa y creativa de comunicar. Esperamos que el taller de fotografía de la naturaleza inspire a los residentes y visitantes del Condado de Union a pasar tiempo en nuestros parques públicos, aprender sobre los ecosistemas naturales que nos rodean y compartir sus fotografías con familiares, amigos y la comunidad en general”, dijo el Presidente de la Junta de Comisionados del Condado de Union. Nature Photography for Everyone es parte de la serie de programas para adultos en Trailside, para mayores de 18 años. Hay una tarifa de $10 por persona para los residentes del Condado de Union y de $12 por persona para los que no residen en el Condado. El taller estará a cargo de la fotógrafa del Condado de Union, Jacki Dickert, quien compartirá sus lugares para encontrar vida silvestre interesante y hermosos paisajes, las mejores prácticas para fotografiar animales y paisajes y consejos para crear composiciones atractivas.

Las fotografías de la Sra. Dickert se han exhibido en galerías de Nueva Jersey y se han publicado en revistas, blogs en línea y portadas de libros. Recientemente obtuvo el primer lugar en el concurso de fotografía Ansel Adams en el Museo de Arte Fenimore en Nueva York y su trabajo fue seleccionado para exhibirse en la nueva Terminal A en el Aeropuerto Internacional Newark Liberty. Es miembro activo del Camera Naturalist Photo Club y oradora y jueza de la NJ Federation of Camera Clubs y otras organizaciones artísticas, incluido el festival anual de artes para adolescentes del Condado de Union.

Se Aconseja a los Residentes del Condado de Union sobre la Ubicación para el Reciclaje Gratuito de Chatarra, el 20 de mayo

La Junta de Comisionados del Condado de Union recuerda a los residentes que el próximo evento gratuito de reciclaje de chatarra de 2023 se llevará a cabo el sábado 20 de mayo en Rahway River Park de 9:00 a. m. a 12:00 p. m., como parte de Union Serie regular de eventos de entrega gratuita del Condado para una amplia variedad de productos metálicos, desde electrodomésticos hasta canaletas y cobertizos.

Se informa a los residentes que, solo para el evento del 20 de mayo, la entrega de chatarra en Rahway River Park se llevará a cabo en el estacionamiento de la piscina. Se instalarán letreros que indiquen a los conductores la ubicación de la chatarra.

“Alentamos a todos a usar nuestros lugares de entrega de chatarra para ayudar a ahorrar recursos valiosos y reducir el desperdicio”, dijo el Presidente de la Junta de Comisionado del Condado de Union, Sergio Granados.

Los conductores con chatarra para dejar deben usar St. Georges Avenue para ingresar al parque.

Se advierte a los conductores que lleguen a las 11:00 a. m. o más tarde que el tráfico dentro y alrededor del parque puede ser más pesado de lo normal, debido al evento “Toca un camión” que se lleva a cabo en Rahway River Park de 11:00 a. m. a 5:00 p. m.

El programa gratuito de reciclaje de chatarra del Condado de Union se lleva a cabo dos veces al mes de abril a noviembre.

Los próximos dos eventos de reciclaje de chatarra se llevarán a cabo el jueves 1 de junio en Cranford en el complejo de servicios de emergencia, 151 Kenilworth Boulevard, y el sábado 17 de junio en Rahway River Park. Para el evento del 17 de junio, el reciclaje de chatarra se llevará a cabo en su ubicación habitual en el patio de servicio del parque.

Union County to Host Interactive Zoom Event, “A New Me in 23 – Advocating for Your Self-Care”

In recognition of May as Mental Health Awareness Month, the Union County Board of County Commissioners invites Union County residents to participate in “A New Me in 23 – Advocating for Your Self-Care,” an interactive Zoom session presented by Lynette Sheard on Tuesday, May 23, 6:00 p.m – 7:00 p.m.

The event is free of charge but pre-registration is required online for the Zoom link, at ucnj.org/MentalHealthAwareness.

“Mental Health is a topic that should be focused on all year and as part of my “Stepping Up to Mental Health” initiative within my 2023 Chairman’s “Building a Stronger Union County” theme, we decided to put forward this insightful event that connects our residents with Ms. Sheard’s expertise and dedication to mental health advocacy,” said Union County Commissioner Chairman Sergio Granados. “We encourage all Union County residents to help overcome the stigma that has traditionally surrounded mental health, and learn new strategies that lead to a positive, supportive environment for individuals and for the whole community.”

 “A New Me in 23 – Advocating for Your Self-Care” will explore self-advocacy and skill development that boosts self-confidence, and provide a space for exchanging ideas for healthy coping strategies. Participants will be able to: 

  • Define Self Advocacy
  • Navigate effective communication that promotes your pursuit of optimal wellness 
  • Strategize ways to better articulate individual needs to maintain emotional wellness

Lynette Sheard is a Community Education Coordinator at the Mental Health Association in New Jersey, Director of the award-winning NJ Mental Health Players, and a sought-after award-winning facilitator and staff development trainer who utilizes multi-module creative techniques to educate the community at large. 

Ms. Sheard’s unique, dynamic approach to mental health education and advocacy combines her work in the field of mental health with her skills as a professional performer, producer and director.

She has worked with the Mental Health Association for over 18 years as a senior employment specialist, job coach, and a staff development trainer. She was awarded Professional of the year by the Association of Persons with Supported Employment, for her work with individuals with disabilities and mental illness. She is certified by Mental Health America as a trainer of Mental Health First Aid for adults, older adults, and youth. In addition, she is certified in, Suicide Prevention, Psychiatric Advance Directives, and trauma informed care.

“A New Me in 23 – Advocating for Your Self-Care” is presented through the Union County Office on Behavioral Health and Substance Abuse in the Division of Individual and Family Support Services, under the Department of Human Services.

Union County Announces 2023 Pride Month with Flag Raising & Pride In The Park Celebration

The Union County Board of County Commissioners invites all residents and visitors to join in the celebration of Pride Month 2023, with our annual Pride Month Flag Raising and Pride in the Park Celebration.

Sponsored by the Union County Board of County Commissioners and organized through the Office of LGBTQ Affairs, this month will kick off with the annual Union County Pride Flag Raising on Thursday, June 1, 2023 at 12:30 p.m. at the Union County Courthouse, located at 2 Broad Street in Elizabeth.

Later in the month, Union County Pride in the Park, will take place on Saturday, June 24, 2023 from 4:00 p.m. to 10:00 p.m. at Tëmike Park in Cedar Brook Park in Plainfield. This free, family-fun event will feature kick-ball tournaments, arts and crafts, games, a DJ & decades dance parties, food trucks, local non-profit organizations and informational tables, followed by an outdoor movie presentation of “Strange World” at dusk, approximately 8:30 p.m.

Registration is required for teams looking to participate in the kickball tournaments at www.ucnj.org/lgbtq.

Union County’s Office of LGBTQ Affairs was established in 2018 under the Department of Economic Development. It is the first county government office of its kind in the State of New Jersey. It offers a platform for leadership and collaboration to support equality, and serves as a catalyst for advocacy, awareness and action on current and emerging issues that impact the lives of lesbian, gay, bisexual, transgender, and queer individuals.

Union County Announces 2023 Municipal Infrastructure Grants Totaling $1.5 Million

The Union County Board of County Commissioners is pleased to announce the award of grants totaling $1,500,000.00 to the County’s twenty-one municipalities from the 2023 Union County Infrastructure and Municipal Aid grant program.

“The Commissioner Board is proud to carry out the Infrastructure and Municipal Aid program, which continues to contribute to the strength of social and economic life throughout our community,” said Union County Commissioner Chairman Sergio Granados. “Many of the 2023 grants reflect a continuing interest in prioritizing improvements to pedestrian access and road safety. These local projects have a positive impact across Union County, for residents and visitors as well as businesses, civic organizations and academic institutions.”

“The Infrastructure and Municipal Aid program has been a lifeline for our local governments, enabling them to move forward with vital civic infrastructure projects,” said Commissioner Vice Kimberly Palmieri-Mouded, who chairs the Board’s Fiscal Committee. “These projects will benefit local communities and the County as a whole for many years to come.”

The grant program launched in 2015. The program distributes Union County’s proceeds from the sale of Runnells Specialized Hospital to local governments, for assistance with local infrastructure projects and other governmental, social, and transportation matters.

The Infrastructure and Municipal Aid grant program is a matching grant program. The following grants have been made to municipalities for projects undertaken in the 2023 calendar year:

  • Berkeley Heights, Miscellaneous Drainage & Roadway Improvements: $60,000.00
  • Clark, Pedestrian Initiated Flashing Crosswalks/Library Ramp:  $42,500.00
  • Cranford, Inflow & Infiltration-Phase II:  $90,000.00
  • Elizabeth, Elizabeth River Trail Phase 4: $150,000.00
  • Fanwood, Sewer Video & Lining Program: $40,000.00
  • Garwood, Miscellaneous Sanitary Sewer Improvements; Fire House & Municipal Building Security Upgrades:  $38,000.00
  • Hillside, Municipal Building Door Replacement, $18,280.00
  • Kenilworth, Resurfacing of Municipal Parking Lot/Replacement of Municipal Building Sidewalks:  $50,000.00
  • Linden, Range Road Culvert Replacement: $90,000.00
  • Mountainside, Paving Improvements on Outlook Drive East:  $40,000.00
  • New Providence, Municipal Roadway Paving Project: $50,000.00
  • Plainfield, West End & Grant Avenues Roadway Improvement: $140,000.00
  • Rahway, Broad St., Maurice Ave. & Ludlow St. Improvements: $100,000.00
  • Roselle, Road Resurfacing Project: $70,000.00
  • Roselle Park, Capital Road Program-Various Streets: $63,000.00
  • Scotch Plains, Roadwork Assistance Program: $100,000.00
  • Springfield, Paving Improvements on Various Streets: $63,000.00
  • Summit, Hobart Avenue Sidewalk Project: $75,000.00
  • Union, Road Program Phase II, Group A, Suburban Road:  $100,000.00
  • Westfield, Improvement to Summit Avenue: $100,000.00
  • Winfield, Various Improvements:  $20,220.00
  • Total $1,500,000.00
