Notice of Diversion of Union County Parkland to Validate Emergency Repair of Sewer Main in Rahway River Park, Springfield, NJ

PLEASE TAKE NOTICE that the County of Union has filed a request with the New Jersey Department of Environmental Protection proposing to divert 0.016 acres of easement area to substantiate the extension of a sewer main emergency repairs from year 2010, in Rahway River Park, Block 1501 Lot 1, Springfield, NJ. As compensation for the proposed diversion, Springfield Township proposes monetary compensation to Union County.

Pursuant to NJAC 7:36-26.11 (e), a hearing to obtain public comment on this request will be held on Tuesday, December 2, 2025 at 7:00PM at the Springfield Municipal Building, 100 Mountain Ave., Springfield, NJ.

All information submitted by the County to the Department in support of the proposed diversion is available for public review at the Clerk’s Office of the Township of Springfield, 100 Mountain Ave., Springfield, NJ; the Springfield Public Library, 66 Mountain Ave., Springfield, NJ; or the Department of Environmental Protection, Office of Transactions and Public Land Administration, Public Land Compliance Section, 401 E. State St., 7th Floor, Mail code 401-07, P.O. Box 420 Trenton, NJ 08625-0420, (609) 940-4400.

Written comment on the proposed diversion may be directed to the County of Union, County Counsel’s Office, Administration Building, 10 Elizabethtown Plaza, Elizabeth, NJ 07207, Attn: Kevin Campbell, Esq., (908) 527-4250. Please send a copy of any comments submitted on this request to the Department of Environmental Protection at the address above or by email to PublicLandCompliance@dep.nj.gov. Please include “SHC2000040” in the subject line of any comments emailed to the Department.

Public comment on this request will be accepted during the public hearing or until December 16, 2025.

El Condado De Union Otorga Más De $1.14 Millones en Subvenciones Para Espacios Abiertos, Recreación Y Preservación Histórica a Comunidades Locales

La Junta de Comisionados del Condado de Union se enorgullece en anunciar las subvenciones otorgadas para el 2025 en el marco del Fondo Fiduciario para Espacios Abiertos, Recreación y Preservación Histórica del Condado de Union. Este año, se han asignado más de $1.14 millones a municipios y organizaciones locales a través de tres programas a lo largo del Condado: el Fondo Fiduciario para la Recreación Infantil, el Programa para el Ecologismo del Condado de Union y el Programa para la Preservación del Condado de Union.

Estas subvenciones apoyan el desarrollo de parques e instalaciones recreativas, amplían las iniciativas de plantación de árboles y sostenibilidad ambiental, y ayudan a restaurar y proteger los sitios históricos que conforman el Patrimonio Cultural del Condado de Union.

“Cada año, estos programas de subvenciones fortalecen los espacios públicos que unen a nuestras comunidades”, declaró la Presidenta de la Junta de Comisionados Lourdes M. Leon. “Desde mejoras en áreas de juegos infantiles y senderos, hasta la plantación de árboles y la preservación histórica, estas inversiones reflejan nuestro compromiso de apoyar a las familias, mejorar la calidad de vida y preservar el carácter y la historia que hacen único al Condado de Union. Nos enorgullece colaborar con nuestros municipios y organizaciones para que continúen construyendo vecindarios vibrantes, acogedores y sostenibles para todos los residentes”.

Los fondos de este año apoyan proyectos locales en todo el Condado de Union, incluyendo:

• Fondo Fiduciario para la Recreación Infantil: $784,800.00 otorgados a municipios para mejorar áreas de juego, campos deportivos, canchas, senderos peatonales y otras instalaciones recreativas para niños y familias.

• Reverdeciendo el Condado de Union: $100,000 otorgados para la plantación de árboles en espacios públicos con el fin de apoyar la salud ambiental y los esfuerzos de embellecimiento.

• Preservar el Condado de Union: $298,902.00 otorgados a sociedades históricas, museos y administradores de monumentos históricos para su restauración, preservación y mejoras educativas.

Union County Awards Over $1.14 Million in Open Space, Recreation, and Historic Preservation Grants to Local Communities

The Union County Board of County Commissioners is proud to announce the 2025 grant awards under the Union County Open Space, Recreation, and Historic Preservation Trust Fund. This year, more than $1.14 million has been allocated to municipalities and local organizations through three countywide programs: the Kids Recreation Trust Fund, Greening Union County, and Preserve Union County.

These grants support the development of parks and recreation facilities, expand tree planting and environmental sustainability efforts, and help restore and protect the historic sites that shape Union County’s cultural heritage.

“Each year, these grant programs strengthen the public spaces that bring our communities together,” said Commissioner Chair Lourdes M. Leon. “From playground improvements and trail enhancements, to tree planting and historic preservation, these investments reflect our commitment to supporting families, improving quality of life, and maintaining the character and history that make Union County unique. We are proud to partner with our municipalities and organizations as they continue to build vibrant, welcoming, and sustainable neighborhoods for all residents.”

This year’s funding supports local projects in every corner of Union County, including:

  • Kids Recreation Trust Fund: $784,800.00 awarded to municipalities to improve playgrounds, athletic fields, courts, walking paths, and other recreational facilities for children and families.
  • Greening Union County: $100,000 awarded for the planting of trees in public spaces to support environmental health and beautification efforts.
  • Preserve Union County: $298,902.00 awarded to historical societies, museums, and landmark stewards for restoration, preservation, and educational enhancements.

“As Chairman of the Open Space, Recreation, and Historic Preservation Trust Fund Committee, it is an honor to see the continued impact these grants have across our County,” said Commissioner Sergio Granados. “These investments create opportunity — for children to play in safe and modern facilities, for families to enjoy cleaner and greener parks, and for our seniors to stay active and connected in the communities they helped build. Los Residentes Pueden Recoger Sus Boletas De Votación Por Correo en Las Oficinas De La Escribana Del Condado De Union El 1ero De Noviembre

La Oficina de la Escribana del Condado de Union anunció la apertura de sus dos oficinas el sábado 1ero de noviembre para los residentes del Condado de Union que deseen recoger su boleta de voto por correo (VBM) antes de las Elecciones Generales del 2025.

Los residentes pueden recoger su boleta de voto por correo, llenarla en una cabina privada y depositarla en una urna cerrada con llave en cualquiera de las siguientes ubicaciones, de 9:00 a. m. a 1:00 p. m. el Sábado 1ero de noviembre:

Residents Can Pick Up Vote-By-Mail Ballots at the Union County Clerk Offices on November 1

The Union County Clerk’s Office has announced the opening of its two offices on Saturday, November 1, for any Union County residents who wish to pick up a vote-by-mail (VBM) ballot ahead of the 2025 General Election.

Residents may pick up a mail-in ballot, fill it out in a privacy booth, and deposit it in a locked box at either of the following locations from 9:00 a.m. through 1:00 p.m. on Saturday, November 1st:

  • Elizabeth – Union County Courthouse, Room 113 – 2 Broad Street
  • Westfield – Union County Colleen Fraser Building – 300 North Avenue East

Those intending to cast their vote via a mail-in ballot have the option to place it in any of the 24 secure drop boxes located throughout Union County, or they can personally deliver it to the Union County Board of Elections at 271 North Broad Street in Elizabeth, or the Union County Clerk’s Office at 2 Broad Street, Room 113 in Elizabeth, and 300 North Avenue East in Westfield.

To submit a ballot in person, voters are required to show a valid ID or driver’s license issued in the state of New Jersey. To check to ensure your ballot has been received by the Union County Board of Elections, go to the Track My Ballot link on the www.njelections.org website.

Voters who choose to vote in person on Election Day, November 4th, must use their designated polling place, which is located on their sample ballot.

La Exposición De Trenes Modelo Del Condado De Union Ofrece Diversión Navideña a Familias Y Aficionados a Los Trenes De Todas Las Edades, Del 28 De Noviembre Al 14 De Diciembre

La Junta de Comisionados del Condado de Union se complace en anunciar el regreso de la Exhibición de Trenes a Escala y la Jornada de Puertas Abiertas del Condado de Union esta temporada navideña. Durante tres fines de semana consecutivos, del viernes 28 de noviembre al domingo 14 de diciembre, este evento familiar da la bienvenida a visitantes y amantes de los trenes de todas las edades para explorar el fascinante mundo de los trenes a escala, aprender sobre la historia ferroviaria local y apreciar la artesanía de primera mano a través de interesantes recorridos y demostraciones. El evento se llevará a cabo en el Centro Ferroviario A. Paul Mallory, ubicado en 295 Jefferson Avenue en Union.

“Nuestra exhibición anual de trenes a escala es una de las favoritas de las fiestas en el Condado de Union; una vez que asista, entenderá por qué. Es una oportunidad para que tanto adultos como niños se tomen un descanso de las pantallas, se reencuentren y disfruten de lo que el Condado de Union tiene para ofrecer”, dijo la Presidenta de la Junta de Comisionados del  Condado de Union, Lourdes M. Leon. La Junta de Comisionados y yo estamos encantados de seguir apoyando al Club de Ferrocarriles en Miniatura, organizador de la feria, por crear esta experiencia única y atractiva que los residentes esperan con ansias cada año. ¡Estamos deseando verlos a todos allí!

La feria de este año muestra la magia del modelismo ferroviario, donde trenes especiales recorren una extensa maqueta de 11,000 pies cuadrados. Las familias podrán recorrer los trenes y la maqueta de cerca, observando desde dentro la expansión en curso. Observen cómo se elaboran meticulosamente las vías y la escenografía, y aprendan sobre los esfuerzos de planificación e ingeniería que se dedican al circuito de dos niveles del club. La feria de 2025 también presentará más de 200 vagones de trenes en miniatura en una maqueta de 1,600 pies cuadrados para contar la historia de los ferrocarriles de Nueva Jersey en la década de 1950.

Además de los trenes en escala HO que se presentan en la exhibición, los visitantes pueden disfrutar de maquetas en escala G y N, una pequeña área de juegos para niños, una tienda de refrigerios con deliciosos dulces y una tienda de regalos con temática ferroviaria para llevarse recuerdos de su experiencia. Jenny regresa para compartir su historia de infancia junto al ferrocarril de Trenton Northern en un programa con guion, “Jenny’s Coming Home”, que se emite al final de cada hora.

El fin de semana inaugural de la Exhibición de Trenes en Miniatura y Jornada de Puertas Abiertas 2025 se extenderá del viernes 28 de noviembre al domingo 30 de noviembre, seguido de un segundo fin de semana el sábado 6 y el domingo 7 de diciembre. El evento concluirá con un fin de semana final el sábado 13 y el domingo 14 de diciembre. Los visitantes pueden asistir al evento de 11:00 a. m. a 6:00 p. m. todos los días.

Las entradas cuestan $10 por adulto, $5 por niño y $8 por persona mayor de 60 años. Los niños menores de 2 años entran gratis. Union County Model Train Show Brings Holiday Fun to Families and Train Enthusiasts of All Ages, Nov. 28 – Dec. 14

The Union County Board of County Commissioners is pleased to announce the return of Union County’s Model Train Show and Open House this holiday season. For three consecutive weekends, from Friday, November 28th to Sunday, December 14th, this family-friendly event welcomes visitors and train lovers of all ages to explore the captivating world of model railroads, learn about local train history, and appreciate the craftsmanship firsthand through engaging tours and demonstrations. The event will be held at the A. Paul Mallory Railroad Center, located at 295 Jefferson Avenue in Union.

“Our annual model train show is a holiday favorite in Union County; once you attend, you’ll understand why. It’s an opportunity for adults and children alike to take a break from their screens, reconnect, and enjoy what Union County has to offer,” said Union County Chairwoman Lourdes M. Leon. “The Commissioner Board and I are thrilled to continue supporting the Model Railroad Club, who organize the show, for creating this unique and engaging experience that residents look forward to each year. We can’t wait to see everyone there!”

This year’s show showcases the magic of model railroading, where special trains traverse across an expansive 11,000 square foot layout. Families can tour the trains and layout up close, getting an insider’s peek at the ongoing expansion. See how hand-laid tracks and scenery are meticulously crafted, and learn about the planning and engineering efforts that go into the club’s bi-level corkscrew loop. The 2025 show will also feature over 200 model train cars on a 1,600 square foot layout to tell the story of NJ railroads in the 1950s.

In addition to the HO-scale trains featured on the show, visitors can enjoy G-scale and N-scale layouts, a small play area for kids, a snack shop filled with delicious treats for purchase, and a railroad-themed gift shop to take home memorabilia from their experience. Jenny returns to share her story of growing up along the Trenton Northern railroad in a scripted show, “Jenny’s Coming Home”, running at the bottom of every hour.

The 2025 Model Train Show and Open House’s opening weekend will run from Friday, November 28, through Sunday, November 30, followed by a second weekend on Saturday, December 6, and Sunday, December 7. The event will conclude with a final weekend on Saturday, December 13, and Sunday, December 14. Visitors are welcome to attend the event from 11:00 a.m. to 6:00 p.m. each day.

El Condado De Union Exhibe Obras De Arte Creadas Durante El Evento Inaugural Al Aire Libre

— La Junta de Comisionados del Condado de Union se enorgullece de presentar una exposición que destaca las obras de arte creadas durante el evento inaugural Plein Air del Condado, celebrado el mes pasado en Deserted Village. La exposición se exhibe actualmente en la Galería de los Comisionados, ubicada en el sexto piso del Edificio de Administración del Condado de Union, 10 Elizabethtown Plaza, con horario de 9:00 a. m. a 5:00 p. m., de lunes a viernes.

“Esta exposición muestra el increíble talento de nuestros artistas locales y celebra uno de los sitios históricos más importantes de nuestro Condado”, declaró Lourdes M. Leon, Presidenta de la Junta de Comisionados del Condado de Union. “Nos enorgullece apoyar programas que unen a las personas a través de la creatividad y la expresión cultural”.

Plein Air, que en francés significa “al aire libre”, es un término que se utiliza para referirse a las obras de arte creadas al aire libre que capturan la luz natural y los elementos directamente del lugar. El evento, celebrado el 27 de septiembre, fue el primero de su tipo en el Condado de Union. Asistieron más de 20 artistas de todo el Condado de Union y Condados aledaños, quienes pintaron diversas escenas del Deserted Village en Berkeley Heights.

La exposición estará abierta hasta el 21 de noviembre. Debido al éxito y la popularidad del evento de septiembre del 2025, se realizará de nuevo en septiembre del 2026.

“Nos encantó ver la gran asistencia al evento al aire libre en septiembre. Union County Displays Artwork Created During Inaugural Plein Air Event

The Union County Board of County Commissioners is proud to present an exhibit highlighting the artwork created during the County’s inaugural Plein Air event last month at the Deserted Village. The exhibit is currently on view at the Commissioners Gallery, located on the 6th floor of the Union County Administration Building, 10 Elizabethtown Plaza, with gallery hours from 9:00am to 5:00pm, Monday through Friday.

“This exhibit showcases the incredible talent of our local artists while celebrating one of our county’s most historic sites,” said Union County Commissioner Chairwoman Lourdes M. Leon. “We are proud to support programs that bring people together through creativity and cultural expression.”

Plein Air, French for “outdoors”, is a term used to refer to artwork created outdoors capturing the natural light and elements directly from the scene. The event, hosted on September 27, was the first of its kind in Union County. Over 20 artists from throughout Union County and surrounding counties attended, painting a variety of scenes from the Deserted Village in Berkeley Heights.

The exhibit will be on display through November 21. Due to the success and popularity of the September 2025 event, the event will take place once again in September 2026.

“We were delighted to see the turnout at the Plein Air event in September. Deserted Village is a perfect place to paint outdoors, and the artists produced many beautiful and accomplished works,” said Union County Commissioner Bette Jane Kowalski, liaison to the Cultural and Heritage Advisory Board.

Union County Wraps Up Its 2025 Recycling Events With Two Scrap Metal Dates In November

The Union County Board of County Commissioners is pleased to announce the final recycling events of the 2025 season. Residents are invited to participate in the last scrap metal recycling drop-offs of the 2025 season, taking place on Thursday, November 6th, and Saturday, November 15th, from 9:00 a.m. to 12:00 p.m., rain or shine. These programs are offered free of charge to all Union County residents.

“By working together with residents through our annual recycling program, we have significantly reduced the amount of waste going to local landfills while giving old, unused, or broken items a new purpose; it’s been a win-win for our environment and community,” said Union County Commissioner Chairwoman Lourdes M. Leon. “I want to encourage everyone to join us in finishing the year strong by taking part in these final scrap metal recycling events of the season, as we keep building a more sustainable future in Union County.”

As of the end of October, the Union County paper shredding and household hazardous waste (HHW) event seasons are complete.  The 2026 schedule should be released by January 1, 2026.  You will be able to find this schedule at the Union County’s Bureau of Recycling and Planning’s homepage, which is https://ucnj.org/recycling/. 

Union County will hold its final Scrap Metal events of the year on Thursday, November 6th Saturday, November 15th, from 9:00 a.m. to 12:00 p.m. at two convenient locations:

  • Cranford: Emergency Services Building, 151 Kenilworth Boulevard, Kenilworth
  • Rahway: Rahway River Park (follow Park Drive, Rahway off St. George’s Avenue to service yard across from swimming pool)

Accepted items include refrigerators (with doors removed), metal cabinets, appliances, bicycles, aluminum scrap, air conditioners, and other metal household goods. The scrap metal program runs on the first Thursday and third Saturday of each month from April through November. 

All Union County recycling events are contact-free and drive-up only.  All of the events are held rain or shine.  Residents must remain in their cars while staff unloads materials from their trunks. Union County Recycling Programs are funded through Recycling Enhancement Act (REA) funds, which are applied for and received by the County of Union from the NJDEP.
